Housing and Neighborhood Preservation Proposed 2018-2019 Annual Action Plan
Each year, the U.S. Department of Housing and Urban Development requires that the City of Virginia Beach submit an Annual Action Plan. The plan outlines how the city will use and allocate funding under the following federal entitlement grants: Community Development Block Grant Program, HOME Investment Partnerships Program, Emergency Solutions Grant Program and the Housing Opportunities for People with AIDS Program. These funds have been used to support programs to address various affordable housing needs in the city, including homelessness, creating affordable housing opportunities and providing home rehabilitation grants and loans for low- to moderate-income homeowners. Final fund allocations are subject to City Council appropriation and approval of the Annual Action Plan by the U.S. Department of Housing and Urban Development. The purpose of this public input opportunity is to meet the requirement for a 30-day comment period for the draft contingent Annual Action Plan.
