D12 Reconnecting Our Communities Study

D12 Reconnecting Our Communities Study

The Caltrans District 12 Reconnecting Our Communities (ROC) Study is exploring opportunities to reconnect neighborhoods that have been divided or impacted by highways and major roadways. The Study focuses on ways to improve safety, access, and mobility for people walking, biking, taking transit, and driving, while supporting Caltrans’ statewide Reconnecting Communities framework.

The Study focuses on targeted areas within Anaheim, Buena Park, Costa Mesa, and Huntington Beach where data and community input have identified challenges related to safety, access, and getting around. Through community input, collaboration with local partners, and technical analysis, the Study will develop and refine proposed concepts to improve community connections and make it safer and easier to walk, bike, take transit, and move throughout the neighborhoods.

What We’re Working Toward (Project Goals)

  • Improve safety and access: Identify opportunities to make it safer and easier for people to walk, bike, roll, and take transit, especially when traveling to jobs, schools, transit, and other everyday destinations.

  • Advance equitable, implementable solutions: Focus on communities that have experienced transportation barriers and develop practical concepts, supported by preliminary cost estimates, that can help guide future funding and implementation.

  • Reconnect communities: Reduce barriers created by highways, freeway ramps, and major roadways that divide neighborhoods and make it harder to get around.
