Let's Talk: UDO and Zoning Text Amendments
The City of Asheville is updating codes in its Unified Development Ordinance (UDO) to better align with current needs and address challenges such as housing supply and attainability. A change to the code means the rules for guiding development will change in some way. Changes to the UDO could:
Address new development trends
Accommodate changes in resident preferences
Clarify existing code language
Promote affordable housing opportunities
Strengthen housing stability
Align with goals outlined in the Living Asheville Comprehensive Plan

The City of Asheville is exploring ways to streamline the approval process for Accessory Dwelling Units (ADUs). ADUs offer a sustainable solution to increase housing density in existing neighborhoods, providing diverse housing options, supporting "aging in place," and offering economic benefits for homeowners.
While ADUs are permitted in all residential areas, current regulations for converting non-conforming structures (like sheds or garages) can make the development process challenging. We are seeking community input to identify opportunities for improvement and to help residents understand the current steps involved.
