Reasons why a rule may be needed and what may be accomplished?:
Currently, there is not sufficient detail in the rule about how to contact and schedule testing of commercial fishing gear and to accommodate officer availability for testing. This leads to noncompliance in fishing gear requirements in the local commercial fishing industry.
