2050 inMotion Update

2050 inMotion is the Metropolitan Transportation Plan for the Anderson Region (which includes all of Madison County, as well as Daleville and Fortville). The MTP lays out goals and priorities for regional-level transportation spending over the next 25 years.

Join the Heartland MPO team at the Anderson Public Library, 3rd floor, to learn about the 2050 inMotion MTP Update and provide feedback on both short- and long-term priorities. This event is an open house format and attendance for the full 3 hours is neither expected nor necessary. Activities are anticipated to take 10 minutes, while staff will be available for comments, questions, and discussion throughout.

Review existing document, identify latest best practices, and coordinate with State and Federal partners to define the extent of an update.

Update planning assumptions

Update existing conditions to use the 2020 decennial Census or more recent American Community Survey data.

Incorporate sub-plans

Add analysis and findings from the latest sub-planning efforts, including Protect 2030 Safety Action Plan, Regional Bicycle and Pedestrian Plan, and Integrate I-69 Corridor Study.

Conduct financial analysis

Update financial assumptions like projected funding allocation growth rates, project cost estimates, community / transit agency revenues, and operations and maintenance cost estimates.

Compare available funding and community needs to identify both infrastructure and non-infrastructure actions, adjusting the current plan to ensure alignment with updated local, State, and Federal goals.

Release survey & host public workshop

Gather feedback from community members on the draft actions, especially prioritization of short-term actions and long-term investment priorities.

Release draft document

Provide a draft document for public review and comment. The review period must be at least 15 days and conclude with a public hearing advertised in the Herald Bulletin.

Revise & adopt plan

Incorporate public comments and feedback into the draft document, revising where possible. Present the final document to the MCCOG Policy Committee for adoption, incorporating any additional State or Federal comments into the document if needed.

Complete Air Quality Conformity Determination

Formally coordinate with the Indiana Interagency Consultation Group (ICG) to review the document for compliance with Air Quality Conformity requirements and a reset of the conformity clock.
