New interstate projects go through a planning and evaluation process that includes what is called a “Purpose and Need” statement—which is basically just what it sounds like—what purpose will this project serve, and why is it needed?  

The Purpose and Need statement for the I-75 Interstate Unification Project reflects ODOT’s commitment to providing a transportation system that is safe, accessible, well-maintained, and positioned for the future.  

The following is the Purpose and Need statement for the project:

The purpose of the project is to improve traffic flow and increase traffic safety along I-75 from Paddock Road to Shepherd Lane and enhance the regional transportation network. Detailed studies identified poor existing physical conditions, substandard design features, high accident rates, and pervasive congestion within the project limits. 

To address this Purpose and Need, ODOT is studying various alternatives to improve safety and ease congestion along a portion of I-75. The I-75 Interstate Unification Project will shift the northbound lanes to the southbound side of the highway from the State Route 126 (Ronald Reagan Cross County Highway) interchange to just south of the Shepherd Lane interchange. The project will improve safety and ease congestion by adding one new lane of travel in each direction and will include multiple safety and access improvements at State Route (SR) 126 and on the surrounding local roads.

Unification of this section of I-75 is the final phase to complete a major corridor-wide improvement plan from the Brent Spence Bridge to I-275.
