History and Purpose of the Project

Previous work on North Ridge Road (US 20) in eastern Lake County included reconstruction and adjustments to the catch basins (2007-2009); and rehabilitation of the pavement (2009-2011). The pavement condition has deteriorated over time and the catch basins are in need of repair. In 2018, ODOT completed emergency pavement repairs in various sections to hold the pavement until these projects were ready for construction.

ODOT’s Pavement Management Guidelines used to develop the ODOT Annual District Work Plans for pavement and bridges use a specially designed process to monitor pavement and bridge conditions and forecast likely future conditions. US 20 is designated as part of ODOT’s General System under the Work Plan. The guidelines for this system consider a Pavement Condition Rating (PCR) of 60 as deficient. The guidelines also include recommendations for specific preventative maintenance treatments at specific PCR levels, usually 70-82. PCRs are grouped into condition levels, 90-100 – Very Good; 75-89 – Good; 65-74 – Fair; 56-64 – Fair to Poor; 40-55 – Poor; less than 40 – Very Poor.

The 2018 data PCRs for US 20 is shown in the table below. The Annual District 12 Work Plan is developed using the most recent PCRs data to forecast the deterioration rate into the future. The forecasted PCRs for US 20 by 2022 and 2027 are shown in the table below.

Based on current and future pavement conditions ratings on US 20 (North Ridge Rd.) in eastern Lake County, this major rehabilitation work is necessary to address the long-term integrity of the driving surface. Pavements are designed for 20 years of vehicle traffic, but with routine maintenance, can last up to 50 years and longer.

Proposed Project

US 20 between SR 2 and Townline Rd. in Painesville and Perry townships (PID 108665) 

The project extends from the bridge over SR 2 to Townline Road and involves the full reconstruction and widening of the roadway with a new asphalt pavement section.  The roadway will be widened from an existing width of 40’ to a proposed width of 50’. The pavement will be widened from four 10’ lanes to one 12’ and one 11’ lane with a 2’ shoulder in each direction. These are the minimum lane and shoulder widths permitted.

The project also includes the installation of a new storm sewer system, catch basins, curb, and gutter section to better control drainage on the pavement and meet current design standards.

All existing signalized intersections with turn lanes will remain and they will not be reconstructed within the limits of the existing signalized intersections with turn lanes, but the roadway will be resurfaced. 

During construction, one lane of traffic will be maintained in each direction at all times. 

Side streets will be closed for a short duration to complete work. Anticipate less than 30 days with alternating sides streets being closed. The following side streets will remain open during construction:

  • Blasé-Nemeth Road
  • Lane Road
  • Ohio Street
  • Center Road
  • Townline Road

The project will be constructed in three sections:

  • State Route 2 to Lane Road
  • Lane Road to Center Road
  • Center Road to Townline Road

Construction is estimated to begin spring 2023 and be complete in fall 2025.

US 20 between Townline Rd. and SR 528 (Hubbard Rd.) in Madison Township (PID 109270)

This project involves the full reconstruction and widening of the roadway with a new asphalt pavement section.  The roadway will be widened from an existing width of 40’ to a proposed width of 50’. The pavement will be widened from four 10’ lanes to one 12’ and one 11’ lane with a 2’ shoulder in each direction. These are the minimum lane and shoulder widths permitted.

All existing signalized intersections with turn lanes will remain and will be resurfaced, except for the intersection of SR 528. This intersection will involve a full reconstruction of the pavement.

Traffic signal work will take place at the intersection of DeRubertis Drive to replace the existing span wire with a new mast arm signal.

The project also includes the installation of a new storm sewer system, catch basins, curb, and gutter section to better control drainage on the pavement and meet current design standards.

During construction, one lane of traffic will be maintained in each direction at all times.

  • McMackin Road
  • Green Road
  • DeRubertis Drive

Construction is estimated to begin spring 2023 and be complete in fall 2025.
