CIP Overview

The Capital Improvement Plan (CIP) is Arlington County’s 10-year plan for building, upgrading, and replacing facilities and infrastructure.

This year, the FY 2027-FY 2036 CIP is being developed in the same challenging economic conditions that are impacting the FY 2027 operating budget, which the County Board will adopt in April. This means that funding in the first two fiscal years of the plan will be limited, and the County will need to focus on the most critical and immediate needs.

Delaying capital projects is one way to save money when there is a gap between expenditures and revenues. During public engagement for the County Manager’s proposed FY 2027 operating budget, we asked the Arlington community for their opinions on delaying capital projects. Participants overwhelmingly said they want the County to focus on maintaining the infrastructure and facilities we have, rather than investing in new projects right now.

Building on that feedback, we are asking the community where in the County’s existing infrastructure—streets, parks, technology, stormwater and utility systems, and County buildings—we should prioritize maintenance and funding.
