The Charlotte Area Transit System (CATS) and the City of Charlotte are responding to a proposed redevelopment of the existing Charlotte Transportation Center (CTC) to construct a newly upgraded facility as part of a public-private partnership. The proposed redevelopment will be multi-phased, creating seamless connections to CATS bus services, the LYNX Blue Line, and the CityLYNX Gold Line. Upon completion, the new transit center will provide direct access between high-density mixed-use development and local/regional transit on the site. A temporary facility would also be constructed adjacent to the current site to maintain bus service during construction of the new transit center.

Please read through the project purpose and need and answer the following question:

Purpose: To provide an upgraded, safe, secure, and efficient bus facility that incorporates seamless connections to the other transit modes on site, as well as future route improvements.

Need: The current CTC was constructed in 1995. Since then, Charlotte’s population has grown substantially. The current facility lacks modern amenities and is approaching its useful lifespan. The current facility has minimal mixed-use integration – with limited alignment with the City of Charlotte’s growth plans. In addition, ensuring safer and more convenient connections between the CATS bus system and the Blue and Gold lines will provide more equitable opportunities and promote upward mobility for all residents of Charlotte.

Both the temporary and permanent transit centers will require CATS to reduce the number of bus routes that end at the CTC. This means CATS will need to identify ways to best connect riders to other key destinations in Uptown and throughout the Charlotte area. CATS is exploring several routing strategies which include the following:

  • Thru-routing/interlining: This strategy combines two routes into a single line. Routes would still travel into Uptown but would serve the CTC from on-street stops vs. entering the facility. This would require individuals to travel inside the CTC to connect to other routes
  • Crosstown conversion: This strategy would convert routes into a crosstown service, meaning they will no longer travel into Uptown. Routes would connect to key transit hubs and destinations in areas outside of Uptown.
  • Route consolidation: This strategy will combine two or more routes that follow a similar path into a single route. In this scenario, routes would still end at the CTC. This strategy may require individuals to travel further to access bus stops along the route.
