UPWP Funding Overview

The Genesee Transportation Council (GTC) is accepting applications for transportation planning funding requests through the 2023-2024 Unified Planning Work Program or UPWP.

The UPWP provides federal funds for transportation planning activities undertaken by GTC, its member agencies, and other municipalities throughout the nine-county Genesee-Finger Lakes Region. The upcoming UPWP covers the 2023-2024 fiscal year, which extends from April 1, 2023 to March 31, 2024.

GTC expects approximately $900,000 of federal transportation planning funds will be available for the upcoming fiscal year. Funding for successful applicants will become available after April 1, 2023. 

Transportation planning funds are available regarding three general areas of interest: 

1.  Physical improvements to the transportation system

2.  Non-infrastructure transportation services and programs

3.  Integration of transportation and land use

UPWP funds can only be used for concept-level planning, analysis, and design initiatives. UPWP funds cannot be used for property acquisition, site preparation, preliminary engineering, detailed design, operations and management, and/or construction projects.

Who can apply?

· Any municipality in the nine-county GTC planning region

· GTC member agencies

· Other organizations with the sponsorship of a local municipality

· Fill out the Application form and submit your project idea to GTC by the October 14, 2022 deadline

What happens next?

The initial review of proposals is conducted by the UPWP Development Committee (UDC), consisting of representatives from the Regional Core counties (Livingston, Monroe, Ontario, and Wayne), City of Rochester, New York State Department of Transportation, Rochester Genesee Regional Transportation Authority, and Genesee/Finger Lakes Regional Planning Council. The UDC is facilitated by GTC staff and recommends projects to the GTC Planning Committee, which approves a draft program of projects for public review. Final project selection is made by the GTC Board, taking into consideration Planning Committee recommendations and public comments. Following Board approval, planning funds for new projects will be released after April 1, 2023. Following approval of the UPWP, GTC staff will assign a project liaison to work with each sponsor to implement the project.

Pre-Application Virtual Sessions

GTC staff was available virtually on the afternoons of Tuesday, September 20 and Tuesday, September 27, to meet one-on-one with applicants, answer questions about the process, and discuss potential proposals. 

City of Canandaigua Waterfront Active Transportation Plan

The final report cover from a recently completed waterfront active transportation plan for the City of Canandaigua. The project aims to connect the north shore of Canandaigua Lake to downtown Canandaigua and provide safe non-motorized access to residential, recreational, commercial, and mixed-use space.
