Notice of Funding Availability 2021 Transportation Alternatives Program (TAP) and the Congestion Mitigation and Air Quality (CMAQ) Improvement Program


GTC member agencies and other regional stakeholders:

We are pleased to inform you of a funding opportunity under the 2021 Transportation Alternatives Program (TAP) and the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. Visit the New York State Department of Transportation (NYSDOT) website for plenty of resources including the electronic application process, program guidance, workshop schedules, and much more at dot.ny.gov/tap-cmaq.

The funds, made available to the State through the Federal Highway Administration and administered by the NYSDOT, are provided through TAP and CMAQ. These programs will provide up to 80 percent of project-related cost, with the remaining 20 percent provided by project Sponsors. NYSDOT will be accepting applications for this funding opportunity through September 29, 2021.

Projects will be selected through a competitive solicitation process and rated based on established criteria that include public benefit, air quality improvement, and finance and/or delivery innovation. Projects must be related to the surface transportation system and provide full access to the public. NYSDOT will provide webinars, pre-reviews, and other assistance for potential project sponsors. 

On July 1, 2021, New York State announced the initiative to fund projects that create new and enhance existing bicycle and pedestrian facilities, improve access to public transportation, create safe routes to schools, convert abandoned railway corridors to pedestrian trails and help reduce congestion and greenhouse gas emissions from the transportation sector. Eligible Sponsors: 

•    Local Governments (counties, towns, cities, and villages) 
•    Regional Transportation Authorities 
•    Transit Agencies 
•    Local or Regional Governmental entity responsible for Transportation or Recreational Trails 

Other interested entities such as school districts, private companies, freight railroads, non-governmental organizations will need to partner with or have an eligible sponsor submit the application and sponsor the project.


TAP Projects:
Transportation related projects that increase options for non-vehicular transportation including:

  • Safe Routes to School
  • On-road and off-road facilities for pedestrians, bicyclists and non-motorized transportation users
  • Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists and non-motorized transportation users.

CMAQ Projects: 
Transportation projects which reduce vehicle emissions and/or traffic congestion in designated areas. Eligible activities may include:

  • Pedestrian and bicycle facilities
  • Congestion reduction and traffic flow improvements
  • Transit improvements, including limited operating support for new services; and
  • Development of alternative fuel infrastructure and clean vehicle deployment projects. 

To be eligible for CMAQ funding in our Genesee Valley region, a project must be in one of the following counties: Genesee, Livingston, Monroe, Ontario, Orleans, and Wayne.
