This week I asked City staff for 4 specific things that will make our support for small businesses more effective and more efficient.

|
|
I made the request when we discussed a City support fund that will help small businesses that are affected by infrastructure projects.
Our city is growing, and as we upgrade streets to meet that growth many small businesses have been affected by lengthy construction projects that obstruct access to stores, restaurants, and family-owned shops.
The City proposed roughly $1.5 million that will be disbursed in grants to eligible small businesses. And this is where I asked for changes.
The program checks-off many support requirements. The application is simple; the process is carefully managed; there is technical assistance available; and the planned outreach is good.
I think the program could be better.
The selection process can be more fair when we take the business owner’s personal net worth into account. Right now we don’t. There are more than 34,000 small businesses in San Antonio that employ more than ⅓ of the city’s workforce. But not all businesses are the same. Some business owners are financially stronger, and we need to take that into account when we decide who will receive City support.
The point system used to decide which businesses will receive support can be more efficient and balanced, so that we don’t overlook businesses that are in most need.
There needs to be a plan that will make this fund sustainable. The funds we’re using are federal recovery dollars that will dry up, but the growth and the need for support will keep going. We need to find a way to sustain this support.
And we need to change the way we define small business. The City uses federal definitions that lump million-dollar firms together with small mom-and-pop shops. I proposed a new definition for micro-businesses that better reflects the San Antonio reality.
So these are the four things:
Use the business owner's personal net worth as a criteria for the program.
Have a discussion about how the program point system can be better.
Develop a plan for sustaining the program past ARPA funding.
And consider creating a micro-business definition that prioritizes mom-and-pop shops.
The timing is good for the city and for District 6.
Soon, the Marbach Road upgrade project will break ground, and businesses along that important corridor will be affected. My goal is that the Marbach road project becomes a test case for future road projects across the city and for years to come.
That’s how D6 is leading the city - by example, and by innovation.

And speaking of leading by example and innovation, this week I visited the BCFS San Antonio Transition Center.
BCFS has a special place in my heart because of the work they do to support children who have aged-out of the foster care system. The Transition Center, specifically, helps young men and women who have never had family support, and teaches them basic life skills, helps them access educational opportunities, housing, jobs, and provides mentoring and advice.
The organization has been around for almost 80 years and has impacted the lives of thousands of youth, children and families in a positive and caring way.
This is important for the entire city because foster kids who exit the system with no support can end up homeless, abusing drugs, resorting to crime, or become victims of sex trafficking. The work BCFS does helps to prevent these outcomes.
We had a great conversation, and I want to thank Celeste Garcia, Executive Director of the BCFS Community Services Division, for her eagerness to find ways where we can collaborate to change young people’s lives and make our city better.

City Offers Free Compost While Supplies Last
The City of San Antonio Solid Waste Management Department (SWMD) is offering free compost starting on February 28 from 8 a.m. to 5 p.m. at the Bitters Brush Recycling Center located at 1800 Wurzbach Pkwy.
- As quantities are limited, customers will be limited to 1 truckload per person.
- Those without a truck can bring bags or containers to haul away compost.
- All loads must be covered with a tarp and customers are highly encouraged to wear a safety vest.
The free compost is from the City’s green cart program and sponsored by Atlas Organics. Customers wanting additional compost may purchase directly from Atlas Organics located at 8963 Nelson Rd. Atlas Organics permitted, developed, and constructed an approximately 125,000 tons per year of yard waste and food waste composting facility through a public/private partnership with the City of San Antonio and currently processes the food and yard waste from the SWMD’s green cart program. The Texas Legislature recently enacted HB 114 requiring all school districts to implement mandatory disciplinary alternative education program (DAEP) placement for students found in possession of, using, selling, giving, or delivering e-cigarettes or vaping devices on school grounds or at a school-related event.
This alternative school placement, required by law, is made regardless of whether the substance being vaped is a controlled substance or not.
We ask that you discuss this new state law with your child(ren).

Animal Care Services Extends Shelter Hours to Encourage Lifesaving
San Antonio Animal Care Services (ACS) has expanded shelter hours to give would-be adopters, fosters, and rescue partners more opportunities to help pets in need. The municipal shelter will be open two additional hours, with adoptions and other services now available from 11 a.m. to 7 p.m. on weekdays. Weekend hours remain unchanged, from 11 a.m. to 5 p.m.
The $25 special adoption rate continues through the end of July. This special rate applies to dog, cat, puppy, and kitten adoptions.

Fosters Desperately Needed to Help Local Pets in Need
San Antonio Animal Care Services (ACS) and local animal welfare partners have been flooded with pets in need, including dozens of puppies and kittens. Fosters are urgently needed to provide temporary care for pets as they become adoption ready. Foster applications are available via the following links:

Always dispose of pesticides properly
Pesticides and herbicides can be a convenient way to protect plants from pests and weeds. But when used or discarded incorrectly, these chemicals pose great risks not only to our ecosystem and wildlife, but also to our water, soil, air and human health.
The best way to avoid the perils of pesticides and herbicides is to stop using them altogether. But if you must use them:
- Always carefully read the product label and follow the disposal instructions exactly.
- Only purchase what you need and use it until it’s gone to avoid leftovers.
- Never discard these items in your trash bin for regular collection.
- Don’t ever pour them down sink drains, toilets or storm drains.
Pesticides and herbicides must be disposed properly at a household hazardous waste site. For a schedule of monthly drop-off events, visit sa.gov/swmd.

Animal Care Services joins Daisy Cares to feed hungry pets in San Antonio
Pet food donations sought as holidays near and needs increase
The San Antonio Animal Care Services (SAACS) team is joining Daisy Cares, a local non-profit, to host a holiday pet food drive that will help both organizations support pet parents in need by filling their pet pantries.
Bags of dog and puppy food are especially needed in addition to other new or gently used pet items. All donations will be divided between the Daisy Cares pet food pantry and the SAACS Community Animal Support and Assistance (CASA) program, which uses a case management approach to assist pet parents in need with food, humane care support, and veterinary resources.
Residents can bring pet food donations through the end of November to Animal Care Services during regular business hours. SAACS is located at 4710 State Highway 151 and is open on weekdays from 1 - 7 p.m. and 11 a.m. - 5 p.m. on weekends (except on City holidays). All donations are tax-deductible.
