PINOLE ADOPTS CLIMATE ACTION AND ADAPTATION PLAN
The City of Pinole’s Climate Action and Adaptation Plan (CAAP) has been unanimously adopted by the City Council on August 20, marking a significant step toward achieving a 40% reduction in greenhouse gas emissions by 2030 and carbon neutrality by 2045. The CAAP outlines a comprehensive strategy for emission reductions, climate resilience, and community adaptation. It includes measures for renewable energy, resilient infrastructure, social equity, and economic stability, aligning with state goals and enhancing local quality of life. The plan emphasizes community involvement and collaborative partnerships to address climate impacts effectively. CITY AWARDED $650K GRANT FOR AFFORDABLE HOUSING DEVELOPMENT
The City of Pinole has been awarded $650,000 through California’s Prohousing Incentive Program (PIP), recognizing its commitment to affordable housing development. Pinole, designated as a Prohousing Community in April 2024, secured the maximum bonus of $500,000 plus a $150,000 base award, thanks to a strong score in the Prohousing Designation Program. This funding will accelerate housing projects and support equitable growth in the city. The award underscores Pinole’s dedication to expanding affordable housing options for all income levels. The City is collaborating with the Department of Housing and Community Development to effectively use the funds for its long-term housing goals.

CALIFORNIA'S DAYLIGHTING LAW
Daylighting is the simple concept that safety is improved by removing parked cars next to crosswalks. By keeping the area next to crosswalks clear of parked vehicle obstructions people walking and people driving or riding on the street can see each other better. Remember to leave at least 20 feet (or one large car length) between a marked or unmarked crosswalk and your vehicle, so approaching vehicles can see pedestrians and bicycles.
Daylighting increases the field of view of both pedestrians crossing the street, and drivers pulling up to an intersection. The diagram above shows how much easier the extra space makes it to see the curbs and the entire crosswalk. This is especially important for children, who are less visible at intersections. Drivers get a clearer view of the intersection and can easily see if someone is waiting to cross from well in advance. For more information on how visibility is essential to the safety of intersections, check out the research from the experts at the National Association of City Transportation Officials.
California’s Daylighting Law (AB 413)
As of January 1, 2024, it is illegal in California to park within 20 feet of the approach of any marked or unmarked crosswalk, even if the approach does not have any red curbs painted. California Assembly Bill 413 was signed into law in October 2023 and replicates the law in other states that similarly require people not to park right next to any crosswalk. Specifically, the law:
- Creates a new section of the Vehicle Code, CVC 22500(n), which prohibits the stopping, standing, or parking of a vehicle within 20 feet of the vehicle approach side of any unmarked or marked crosswalk or 15 feet of any crosswalk with a curb extension anywhere in California.
- On a two-way street, only the space on the right-side approaching a crosswalk as one is driving is affected. However, on a one-way street, both the left and the right curb areas 20 feet from the crosswalk are no parking zones.
- Allows local jurisdictions to paint zones that are longer or shorter than 20 feet. When you see a red curb or parking prohibition sign next to a crosswalk just follow that distance. If there is no paint or signs, the 20 feet distance applies. 20 feet is about the length of a standard parking space or one large car-length.

STORM DAMAGE REPAIR WORK ON APPIAN WAY
Road maintenance efforts are underway by the Public Works Department. Work will begin August 26th – 31st to address current road conditions along Appian Way (between Michael Drive to County Limits), San Pablo Avenue (between Appian Way to Oakridge Drive), and additional roadways. The work will consist of "dig-outs". A dig-out refers to the process of removing existing asphalt pavement, or sections of it, to remove and replacing the underlying base and sub-base materials. It's used when the pavement has failed in certain areas, such as when the support materials have disintegrated or lost their ability to carry a load. Proper excavation and replacement are crucial to ensuring the longevity and safety of the repaired asphalt surface. Work will begin between 8 AM – 5 PM and will cause delays, so please plan accordingly. Please drive cautiously around the work site and obey all temporary traffic controls in place.

The City is happy to announce that we have officially launched our new and improved website, www.pinole.gov, and eTRAKiT, a fully integrated online system for permits and licenses, streamlining processes for Building, Public Works, Planning, and Business Licenses. Residents and business owners can now manage applications entirely online, benefiting from instant solar permits, express permits issued within 2-3 days, and 24/7 access to track progress and schedule inspections. ENGAGEMENT OPPORTUNITY FOR CABLE SUBSCRIBERS
The California Public Utilities Commission (CPUC) is conducting public forums to gather input on potential changes to licensing and oversight of video franchisees under the Digital Infrastructure and Video Competition Act (DIVCA). The CPUC wants to know about the consumer's experience with television and internet services to make improvements to customer service, complaint handling, and potential penalties for cable and internet companies that violate terms and/or requirements. Your input will help shape the rules for cable and internet companies to make sure you receive the services you pay for. Your input will also help inform the future of Public Education & Governmental programming on cable tv and how public access producers and local PEG stations (such as Pinole Community Television) do business with the media platforms like DirectTV, Comcast, AT&T and others.

RESIDENTIAL SOLAR AND ENERGY STORAGE PERMITS IN PINOLE NOW ISSUED INSTANTLY
The City of Pinole has unveiled a new online portal powered by Symbium, offering instant permits for residential solar and battery storage systems. This cutting-edge platform automates code compliance checks and permit issuance, drastically reducing costs and installation times for homeowners. The launch aligns with California’s SB 379 mandate, positioning Pinole as a leader in renewable energy adoption. Residents can now apply for permits quickly and easily through the City’s website.

CANCELED: HHW & MATTRESS COLLECTION EVENT IN EL SOBRANTE
The HHW & Mattress Collection Event that was scheduled for August 24, 2024 in El Sobrante has been canceled. Due to new ownership of the location at Hilltop Church of Christ, RecycleMore no longer has the opportunity for the event at that location. Republic and RecycleMore are working together to look for another location to have the event possibly on October 26, 2024.

SINGLE-USE PLASTIC FOODWARE AND BAGS ARE BANNED AT FOOD AND RETAIL BUSINESSES
City Council has passed an ordinance that bans single-use plastic foodware and bags at food and retail businesses. The ordinance highly encourages food providers to maximize reusables where feasible. Compostable foodware will be allowed for dine-in and takeout. Food businesses will also need to convert to paper bags. The ordinance bans plastic bags at retail businesses, not subject to SB270. Retailers must accept customer-owned bags. Retail businesses can provide paper bags and compostable bags to customers for a mandatory 15 cent surcharge fee. Equity is an important element of the ordinance. Waivers and extensions of times will be granted to businesses that meet eligibility. At minimum, simple technical assistance will be provided to all businesses. The City is actively exploring comprehensive technical assistance. The ordinance will be effective January 1, 2025 and enforcement of non-compliance will begin July 1, 2025. SIGN UP FOR COMMUNITY WARNING SYSTEM ALERTS
The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. CWS alerts you through phone calls, text messages, email, the sounding of sirens, this website, and social media, when a potentially life or health-threatening hazard requires you to take action. You can also receive alerts from the CWS through the City of Pinole mobile app.
BLOOD DRIVE
The City of Pinole will be hosting its third annual Staff and Community Blood Drive in honor of Blood Cancer Awareness Month on Thursday, September 12th, at the Youth Center from 9:00 a.m. to 3:00 p.m. The flyer along with other helpful information from the Red Cross can be found below. Make an appointment online and use the sponsor code PCYC.
Appointments, identification, and a copy of the completed Rapid Pass are required. If you have any questions regarding your eligibility to donate blood, please contact the Red Cross at 1-866-236-3276.
FOOD DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce every second Monday of the month. The next drive-thru distribution is Monday, September 9, 2024, from 9 AM to 10 AM (or as supplies last) at the Pinole Senior Center parking lot, (2500 Charles Avenue) You do not need to be a member of the Pinole Senior Center or a senior to receive food. One bag per household and this will be a contactless event, please follow the directions from staff and volunteers when you arrive. Parking or exiting your vehicle will not be allowed. Please open your vehicle's trunk when you enter the parking lot. Food items will be placed in the trunk only by staff/volunteers. Senior Food Program
The City of Pinole Senior Center will be partnering with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ will be able to receive free groceries, including healthy pantry staples, eggs, cheese, and assorted meats twice a month. The program at the Senior Center (2500 Charles Avenue) is available for Pinole senior residents only. This program will take place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, September 10, 2024, from 10:00 am - 11:00 am.
Individuals interested in the program must complete the Senior Food Program Application. Applications will be available at the Senior Center and can also be found on the Pinole Senior Center website:
