Following a summer break, the Apex Town Council returned for its first Regular Meeting on Tuesday, August 11, 2026, at Apex Town Hall. Council took action on several development-related public hearings, funding associated with the future of Fire Station No. 1, resident advisory board appointments, a Downtown Apex business promotion strategy, and an amended Consent Agenda.

Community participation was also a significant part of the evening, with more than 20 speakers addressing Council during Public Forum. Comments focused largely on the future of Fire Station No. 1 in Downtown Apex and the Town’s Automatic License Plate Reader (ALPR) Program, along with several other community matters.

During the announcements and petitions section portion of the meeting, members of the governing body shared recognitions and community updates, including: 

• Mayor Jacques Gilbert recognized several former members of the Apex Board of Commissioners and Town Council who were in attendance including Dr. Doug Meckes, Ms. Christine Hilt, Mr. Carl Helton, Mr. Donald Grimes, and Mr. Wes Moyer.  

• Councilmember Shane Reese recognized the passing of Mr. Lynn Council, honoring his bravery and courage.

• Councilmember Sue Mu recognized the hard work and dedication of the Apex Police Department in keeping the community safe 

• Other members of Council either had no additional comments or expressed gratitude for the strong community turnout and participation during the meeting.

More than 20 community members addressed the Mayor and Town Council during Public Forum. Comments focused largely on the future of Fire Station No. 1 in Downtown Apex and the Town’s Automatic License Plate Reader (ALPR) Program, along with several other community matters.

Members of Council and the Mayor expressed appreciation for the strong turnout and for residents taking the time to participate in the meeting.

Council received an update on the future of Fire Station No. 1 in Downtown Apex and the Town’s plans to consolidate fire operations at the renovated and expanded Hunter Street facility. Staff also presented information on a proposed Market Analysis and Feasibility Study for the current Fire Station No. 1 property at 210 N. Salem Street.

Later in the meeting, Council approved Budget Amendment No. 2, allocating $170,000 to fund the proposed market analysis and feasibility study.

The study is intended to evaluate potential future opportunities for the property, incorporate community engagement, and help inform future Council decisions. Council’s action funded the study and did not approve a final redevelopment plan or future use for the property.

With Salem Streetscape construction continuing through the remainder of 2026, Council considered a strategy to provide additional support and promotion for Downtown Apex businesses during the holiday season. The strategy builds on the Town’s existing efforts to encourage residents and visitors to shop, dine, and spend time downtown.

Council unanimously supported the use of up to $25,000 for Downtown Apex business promotion efforts, with approximately $5,000 per month beginning in September and continuing through January 2027. Council provided direction to staff to move forward as appropriate.

Town Manager Randy Vosburg provided several operational, utility, capital project, and community updates during the meeting.

Among the highlights:

• Approximately 26,500 electric meters have been replaced, representing about 80% completion of the Town’s meter replacement project. The project remains on track for completion this fall.

• Approximately $4.3 million in utility account balances remain past due outside of payment plans, while approximately $1.2 million is currently under approved payment plans. Staff will continue working with customers and will bring additional utility billing policy considerations to Council at the August 18, 2026 Work Session.

• The Apex Senior Center will be closed August 18 through September 7 for flooring renovations.

• The Salem Streetscape Project has transitioned into its second phase, with construction continuing on the opposite side of the roadway.

• The Apex Peakway Southwest Connector continues to progress well and is currently anticipated to open this fall.

• Community engagement is underway for a future affordable housing initiative on Town-owned property, with additional opportunities for residents to provide input.

• Additional updates were provided on the Tunstall House, Town Hall renovations, wayfinding signage, and other capital projects.

2412 Olive Chapel Road (PH1)

At the applicant’s request, Council continued Annexation No. 831, involving approximately 3.03 acres at 2412 Olive Chapel Road, to September 10, 2026. The continuance had been requested in advance of the meeting.

2913 Evans Road (PH2 and PH3)

Council considered Annexation No. 828 and associated Rezoning Case No. 26CZ04 for property located at 2913 Evans Road.

An initial motion to approve the annexation and rezoning failed on a 2–3 vote, with Mayor Pro Tempore Terry Mahaffey and Councilmembers Arno Zegerman and Shane Reese voting in opposition.

Later in the meeting, Council unanimously voted to reconsider the matter after the applicant offered an additional condition requiring the developer to dedicate public right-of-way along the Evans Road property frontage 30 feet from the roadway centerline, along with a 10-foot temporary construction easement for future curb and gutter and a five-foot sidewalk consistent with the minor collector street typical section.

Following reconsideration, Council unanimously approved the annexation and rezoning with the additional condition.

Veridea / Wake Tech Conlon Campus (PH4)

Council unanimously approved Rezoning Case No. 26CZ03, an amendment to the Veridea Sustainable Development Plan involving the Wake Tech Conlon Campus.

Resident Advisory Board Appointments
Council took action on several resident advisory board appointments under the Town Clerk’s Report, including:

• Clarified the Regular Member and Alternate Member appointments to the Board of Adjustment (BOA).

• Confirmed Umesh Pai as Vice-Chair of the Board of Adjustment.

• Confirmed Tom Colwell as Chair and Bethany Bryant as Vice-Chair of the Culture and Arts Advisory Board (CAAB).

Council approved the Consent Agenda as amended. The published Consent Agenda included 27 items covering agreements, contracts, annexation proceedings, budget amendments, personnel policies, and other administrative matters.

Council made two amendments before approving the Consent Agenda:

• Consent Item CN4, involving the Axon Inc. Aire DroneSense Program and Interview Room Camera System, was deferred to the Council’s Public Safety Committee for additional review.

• The motion for Consent Item CN23 was revised to clarify that Council’s action included a full replacement of Article V, Section 10 of the Town’s Personnel Policy related to Employment of Relatives and Nepotism.

Council entered Closed Session pursuant to applicable provisions of North Carolina General Statutes as listed on the meeting agenda.

No action was taken in open session following Closed Session.
