At its April 7, 2026 meeting, the Pinole City Council issued proclamations to honor Parkinson's Awareness Month, Autism Acceptance Month, Arab American Heritage Month and National Pet Day.

Pinole's Clean California Sign Unveiled
Last year, the City of Pinole was officially designated as a Clean California Community, after staff submitted an application highlighting efforts in various areas: litter assessment, clean-ups, infrastructure, and collection drives. The Clean California Community Program is a statewide program offered by the CalTrans Clean California Initiative. CalTrans provides signs to Clean California Communities to proudly display showing this designation. At Tuesday's meeting, the beautiful new sign was unveiled. The sign's final location is yet to be determined, but will be placed within the City right of way with high visibility and in a placement that will deter littering.

Update on Capital Projects, Inspection and Permits, and Maintenance Operations
Public Works Director Heba El-Guindy reported that City of Pinole continues to make steady progress on a wide range of capital improvements, infrastructure upgrades, and facility repairs across the community. She presented a comprehensive summary about the numerous major projects Public Works has advanced all while maintaining a high level of daily operations and service.
The FY 2024/25 Sidewalk Rehabilitation Program was completed in November, delivering upgrades to curb ramps and pavement surfaces throughout the Downtown corridor, particularly along San Pablo Avenue and Fernandez Avenue. These improvements complement recent curb ramp installations on Appian Way and Canyon Drive tied to the Appian Village Residential Development. Looking ahead, the City is consolidating the FY 2025/26 Accessibility Improvements and Pavement Rehabilitation projects to support installation of at least 26 new curb ramps in several neighborhoods, including Pinole Valley Road, Marlesta Road, Shea Drive, and Hoke Drive.
Facility improvements have also been moving forward. Roof replacement of the Public Safety Building is underway following City Council approval of an agreement with Diablo Roofing, Inc., with work expected to conclude in April 2026. Planning is already underway for additional roof repairs at the Youth Center and Pinole Valley Park. Meanwhile, the City Pool continues to undergo phased upgrades, including new plumbing fixtures, pumps, and filtration systems.
Pinole’s parks are seeing upgrades as well. Field and irrigation repairs were completed at Pinole Valley Park, along with progress toward new prefabricated ADA‑compliant restrooms, expected to be installed by mid‑June following foundation and utility work. At the Dog Park, crews removed hazardous trees, repaired facilities, refreshed paint, and upgraded various features.
Stormwater and sewer improvements continue to be a major focus. The Pinon Trunk Sewer Capacity Phase 2 Project reached completion in December 2025, followed by roadway repairs earlier this year. Public Works is also coordinating closely with EBMUD on planned water line replacements scheduled for 2027.
Transportation and mobility initiatives continue to advance. The Active Transportation Plan, developed in coordination with the community and reviewed by the Traffic and Pedestrian Safety Committee, is scheduled for City Council consideration on April 21, 2026. The Countywide Smart Signals Project is nearing construction and Pinole is set to receive upgraded signal equipment by July 2026. Safety improvements on arterial roadways are also underway, with new Rectangular Rapid Flashing Beacons planned at several busy crossings beginning in April. The City is simultaneously seeking additional grant funding to add a High-Intensity Activated crossWalK beacon HAWK signal on San Pablo Avenue at Fifth Avenue.
Throughout this period, Public Works has remained busy with inspections, permitting, and daily maintenance operations. From November 2025 through February 2026, staff conducted more than 1,200 inspections, issued over 150 permits, and responded to upwards of 1,300 service requests citywide. Maintenance teams repaired streetlights, refreshed pavement markings, patched potholes, replaced missing or faded traffic signs, maintained parks and facilities, addressed illegal dumping, and more. Seasonal work such as potholing and pavement marking enhancements will increase as warmer, drier weather arrives.

PINOLE VOTERS TO BE ASKED WHETHER TO ESTABLISH AN ELECTED MAYOR DURING SPECIAL ELECTION ON JUNE 2, 2026
At its meeting on February 3, 2026, the Pinole City Council voted 3–2 to place a measure on the June 2, 2026 special election ballot asking voters whether the City should establish the office of mayor as an elected position. The Council’s action follows its December 2, 2025 direction to City staff to prepare the necessary materials to present the question to the community.
Currently, Pinole elects its five councilmembers at-large, and the position of mayor rotates annually among them. This rotation is based on the councilmember who received the highest number of votes in the most recent election is prioritized in the mayoral rotation schedule. The proposed ballot measure would change this system by creating a Citywide elected mayoral position (Measure D). The ballot will also ask voters whether the length of mayoral term should be two years (Measure E) of four years (Measure F). If the first question receives a majority of yes votes at the election, then the term of the Mayor, two years or four years, shall be that preferred by a majority of those voting on the questions. Traffic and Pedestrian Safety Committee (TAPS)
TAPS is a five-member panel that recommends and reviews action on traffic safety, traffic control and planning, speed limits, parking, and other traffic related matters. The committee works with staff to make recommendations to the City Council. TAPS meetings take place quarterly on the second Wednesday of the month at 6:00 p.m.
Community Service Commission
The Pinole Community Services Commission is a seven-member panel that seeks to enhance quality of life for the citizens of Pinole through responsive and interactive community services. A critical aspect of the Commission is their community advocacy. They provide feedback for a number of organizations and projects. The Committee meetings take place on the fourth Wednesday of the month at 5:00 p.m.

PINOLE EARTH WALK IS SATURDAY APRIL 18
The City of Pinole invites the community to celebrate Earth Day at the annual Pinole Earth Walk on Saturday, April 18, 2026, from 9:00 to 11:30 a.m. at Fernandez Park. This family‑friendly 1.5‑mile walk along the Pinole Creek and Bay Trail brings together students, teachers, businesses, faith groups, first responders, and neighbors to support clean air, clean water, renewable energy, and the protection of local ecosystems. After the walk, attendees can enjoy free vegan food and drink and environmental partners will be on-site with hands-on activities and educational resources to inspire action. This initiative aligns with Earth Day's 2026 global theme: "One Power, One Planet," where everyone is encouraged to participate. We hope to see you there!

SUCCESSFUL CREEK CLEANUP KICKS OFF SPRING
The Friends of Pinole Creek Watershed led the way on March 21st for a successful Pinole Creek Cleanup, where 20 dedicated volunteers spent the day restoring the health and beauty of this vital local waterway. Their collective efforts resulted in the removal of 129 gallons of trash—equivalent to 92.6 pounds of debris—preventing waste from entering the bay and improving habitat for local wildlife. Thank you to the dedicated volunteers who help keep Pinole clean and beautiful for all!

FISH MIGRATION DAY CELEBRATION 2026 AT PINOLE FISH PASSAGE
The Contra Costa Resource Conservation District (CCRCD) is currently planning a Contra Costa Fish Migration Day event at the Pinole Fish Passage in Pinole, CA, for Saturday, May 30st, 2026, 10:00-2:00. This is our local celebration of World Fish Migration Day, a biennial event that aims to spread international awareness about migratory fish and the importance of free flowing rivers.
This will be a fun, family-friendly event focused on learning about watershed health and Pinole Creek's steelhead trout population. We plan to have informational booths, vendors, food, and more. This event will be an excellent opportunity to engage the public in making a difference in their local watershed!

SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
