City of San Antonio Launches New COVID-19 / Construction Recovery Grants Program for Small Businesses!
The City of San Antonio launched a new COVID-19 / Construction Recovery Grants Program for small businesses. The program will help offset the year-over-year losses incurred by local small businesses that have been impacted by COVID-19 and prolonged City-initiated construction projects.
The City will award $2.25 million in federal American Rescue Plan Act (ARPA) funds in the form of grants for small businesses who demonstrate a reduced revenue of more than $10,000 in 2022, compared to 2021. Some small businesses may be eligible for grant funding to offset up to 100% of their losses. Small businesses can receive up to $35,000. LiftFund will administer the grant program.
“Small businesses are critical to our local economy, as is making sure our community has quality infrastructure and safer, better options for their patrons to access their businesses,” said City Manager Erik Walsh. “This new grant program is one of several initiatives the City is leveraging to address the double impacts of COVID-19 and City-initiated construction projects.”
Which small businesses are eligible?
Small businesses must be able to demonstrate net revenue losses due to COVID-19 and must be located within and directly impacted by City-initiated construction zones that commenced between January 1, 2020, and June 30, 2022.
Applicants will need to meet the following criteria:
- Have experienced at least $10,000 in reduced revenue in 2022 compared to 2021
- Is a retail or service business that depends on in-person traffic for typical operations
- Is a small business as defined by U.S. Small Business Administration’s (SBA) six-digit North American Industry Classification System (NAICS) codes
- Was established prior to January 1, 2021, with demonstrated revenue in 2020
- Located within an eligible construction zone and remain in business one year from the date of the grant award.
Eligible construction project areas include:
- Broadway Street Corridor (IH-35 to E Houston Street)
- Bulverde Road Phase 1 (Butterleigh Drive to North of Quiet Meadow Street)
- Commerce Street (St. Mary’s Street to Santa Rosa Street)
- Commerce Street (Frio Street to Santa Rosa Street)
- Enrique M. Barrera Parkway Phase 1 (Old Highway 90 Area)
- Fredericksburg Road (North Flores Street to West Woodlawn Avenue)
- Harry Wurzbach Road/Austin Highway Connectors
- North Main Avenue & Soledad Street (Pecan Street to Navarro Street)
- North New Braunfels Avenue Phase 1 (East Houston Street to Burleson Street)
- North St. Mary’s Street (East Mistletoe Avenue to West Josephine Street)
- San Saba Street (Nueva Street to Martin Street)
- Santa Rosa Street (César E. Chávez Boulevard to Martin Street)
- The Alamo (Area Streets)
- West Commerce Street (Frio Street to Colorado Street)
- Maverick Plaza
Applications will be scored based on assessed need and will not be disbursed on a first-come, first-served basis. The scoring criteria will consider the relative size of the business, the severity of the revenue losses experienced, and the duration of the construction project. Consideration will also be given to the geographic location in relation to the City’s Equity Atlas, which identified higher need areas within our community.
What can funds be used for?
Funds received through this program may be applied to any of these approved business expenses: working capital, machinery and equipment, payroll / health care benefits, contract labor, supplier payments, rent / lease / mortgage payments tied to business property, utility payments tied to business property, and costs incurred due to critical business operations. They cannot be used to make distributions to owners / investors or to acquire new assets.

Zero Percent Interest Loans Now Available for San Antonio Small Businesses!
The City of San Antonio, the San Antonio Hispanic Chamber of Commerce (SAHCC), and LiftFund have secured $500,000 in the FY23 Budget for the City of San Antonio’s 0% Interest Program, a program aimed to support the growth of San Antonio small businesses, especially in light of recent economic challenges.
Small businesses located in or relocating to San Antonio city limits can apply for up to $100,000 in 0% interest funding through the program, double what has been offered by the program in the past. The funding can be used for startups as well as the majority of regular business expenses including inventory, payroll, equipment, and working capital.
According to the program website, the initiative prioritizes funding small businesses looking to hire additional staff, in efforts to help create jobs in the city. Those that have not received a 0% interest LiftFund loan in the past two years also have priority, to help those that need support the most.
