Hello D6,

This week was highlighted by the Council’s budget priorities for FY2025.

 

The City’s budget process began early this year with a goal setting work session on Thursday. It was staff’s opportunity to present an FY2025 budget baseline, and the Council’s opportunity to present our priorities and set policy goals.

 

 

I have clear budget objectives. 

Our City is now fully in a post-Covid budget, meaning there will be no more federal recovery money. But in many ways, we are still living in a Covid-influenced reality. It’s safe to say we’re past the recovery stage and we’re now adapting to this new reality. 

 

 

Mental health has emerged as a new priority after Covid. We’ve seen how mental health affects public safety, education, and family health.

 

The pandemic exposed the living conditions of our most vulnerable populations – The elderly, the homeless, children, foster kids, and people with special needs. We also learned how we need to rely on our community and nonprofit organizations to reach the most vulnerable. 

 

And we’re adapting to a new reality of growth. San Antonio has become an anchor to a growing region so we have to challenge ourselves to think regionally and at the same time find workable ways to tend to our needs at home. 

 

So, when we talk about budget goals, we should keep these things in mind. I consider this a watershed budget, and in the weeks and months to come our goal should be to have a robust citywide conversation about where we go from here. 

 

I’m looking forward to the nuts and bolts conversations, figuring out what we need to do and how to get it done.  I have workable ideas of how we can enhance and focus some of the programs that are already in place. 

 

 

SA Ready2Work should have a stronger apprenticeship focus. Some of our city’s school districts have had to close their trades shops, I see this is an opportunity to establish an apprenticeship trades hub that serves  multiple school districts and provides job training for the student and economic development for the community. 

 

We’re on the right track on public safety. We’ve seen good results from the violent crime reduction plan, but we’re just one year in, and we’re about to begin the second phase of a three year project. I’m optimistic, but I also know we need more time and more data to call it a success. We also need to ensure we’re getting the input of officers on the street level, officers working the job day to day.

 

We need to fully understand how the violent crime reduction plan affects our communities; if the plan truly reduces violent crime or just re-shuffles it. 

 

 

On streets, sidewalks, and drainage, I support increasing the NAMP, CIP, and IMP funds. These funds pay for sidewalks, capital improvements, and infrastructure.

 

I also supported a call for increased ACS funding. This is an area that needs much improvement, more staff and better community outreach.

 

City staff will take the Council’s recommendations, apply them to their baseline budget, and come back with a revised budget plan in late May or Early June.

And I have an update for you regarding the Elder Abuse CCR that I’ve spoken to you about in the past.

 

This is an issue that came to light in a conversation with Judge Veronica Vasquez, who joined me at the Council's Governance Committee meeting on Tuesday.

 

Elder Abuse doesn’t get as much attention as other issues do – child abuse and intimate partner abuse get more attention than elder abuse does.  But elder abuse is complicated because it is not easy to detect. 

 

That's where the Elder Abuse CCR can help.

 

More than 263,000 people in Bexar County are 65 years of age and older. That’s 12.6% of the population. Many of our elders, 8% of the population of the county, are the most vulnerable because they have a disability.

 

The goal is for every City employee who encounters elders to have the tools and the knowledge to report suspected abuse. What we found in this CCR process, is that elder abuse reporting is mandatory, and City employees may not know this.

 

 

Judge Vasquez is a very passionate ally in the work of protecting our elders, her appeal to the committee helped convince them to move the issue further along the process. We hope to have a full Council vote soon, after the Public Safety Committee has an opportunity to take a look at it.


I was pleased to share the evening with the leadership and members of the Association of Convenience Stores Retailers and my city and county colleagues at the Annual 2024 Annual General Body Meeting held in San Antonio.

 

 

  

 

The trade association represents independently owned convenience store retailers within the geographic area of San Antonio, with a vision to expand membership across the state of Texas.

ACS Pet Of The Week

Hi future family. My name is Duchess, and I'm seeking a loving home where I can heal and feel safe. 🏡 I arrived here with wounds on my head after a scary encounter with another dog. It's been tough, but I'm trying to stay hopeful and keep my spirits up.

I'm a calm and friendly girl who craves human companionship. Being around people is what I love most! Toys still scare me a bit (they're so new to me), but I'm eager to learn and grow with a patient family.

I'm all about peace and gentleness—I take treats with the utmost care and do my best to avoid any conflict. All I want is a peaceful haven where I can relax and feel loved.

The Texas Legislature recently enacted HB 114 requiring all school districts to implement mandatory disciplinary alternative education program (DAEP) placement for students found in possession of, using, selling, giving, or delivering e-cigarettes or vaping devices on school grounds or at a school-related event.



This alternative school placement, required by law, is made regardless of whether the substance being vaped is a controlled substance or not.

We ask that you discuss this new state law with your child(ren).

Animal Care Services Extends Shelter Hours to Encourage Lifesaving

 San Antonio Animal Care Services (ACS) has expanded shelter hours to give would-be adopters, fosters, and rescue partners more opportunities to help pets in need. The municipal shelter will be open two additional hours, with adoptions and other services now available from 11 a.m. to 7 p.m. on weekdays. Weekend hours remain unchanged, from 11 a.m. to 5 p.m.

The $25 special adoption rate continues through the end of July. This special rate applies to dog, cat, puppy, and kitten adoptions. 


Fosters Desperately Needed to Help Local Pets in Need

 San Antonio Animal Care Services (ACS) and local animal welfare partners have been flooded with pets in need, including dozens of puppies and kittens. Fosters are urgently needed to provide temporary care for pets as they become adoption ready. Foster applications are available via the following links:

Fosters will receive food and other supplies for their temporary pets including medical care and vaccinations. Interested residents should check with the program of their choice for additional resources. 



Always dispose of pesticides properly

Pesticides and herbicides can be a convenient way to protect plants from pests and weeds. But when used or discarded incorrectly, these chemicals pose great risks not only to our ecosystem and wildlife, but also to our water, soil, air and human health.

The best way to avoid the perils of pesticides and herbicides is to stop using them altogether. But if you must use them:

  • Always carefully read the product label and follow the disposal instructions exactly.
  • Only purchase what you need and use it until it’s gone to avoid leftovers.
  • Never discard these items in your trash bin for regular collection.  
  • Don’t ever pour them down sink drains, toilets or storm drains.

Pesticides and herbicides must be disposed properly at a household hazardous waste site. For a schedule of monthly drop-off events, visit sa.gov/swmd.

Animal Care Services joins Daisy Cares to feed hungry pets in San Antonio 

Pet food donations sought as holidays near and needs increase   

The San Antonio Animal Care Services (SAACS) team is joining Daisy Cares, a local non-profit, to host a holiday pet food drive that will help both organizations support pet parents in need by filling their pet pantries.    

Bags of dog and puppy food are especially needed in addition to other new or gently used pet items. All donations will be divided between the Daisy Cares pet food pantry and the SAACS Community Animal Support and Assistance (CASA) program, which uses a case management approach to assist pet parents in need with food, humane care support, and veterinary resources.   

Residents can bring pet food donations through the end of November to Animal Care Services during regular business hours. SAACS is located at 4710 State Highway 151 and is open on weekdays from 1 - 7 p.m. and 11 a.m. - 5 p.m. on weekends (except on City holidays). All donations are tax-deductible.
