Pinole Community Television, or PCTV, is Pinole's local P.E.G. TV station. P.E.G. stands for Public, Education and Government Access programming. This means PCTV provides unfiltered access to local city council, county board of supervisors, school district meetings, and a host of other programs created by and for our community covering a range of social and cultural concerns.
We also help community members and students create their own shows at our facility or post their independently created content on our channels. By doing this, PCTV partners with the public to chronicle and preserve the life and history of Pinole for now and future generations.
The City of Pinole invites you to participate in this survey so that we can find out how PCTV can better serve the community in the areas of public broadcast, local programming, video production, event coverage, and community media.

The council meeting which took place this past Tuesday, December 3, was an emotional one. Pinole City Council issued three very significant proclamations in honor of Robert Walker Jr., the First Responders who assisted him, and Acting Chief Matt Avery's Retirement.

HIGHLIGHTS
At council, Robert Walker Jr. was remembered for his lifelong dedication to service, which began in the California Army National Guard, where he served 20 years before retiring as Staff Sergeant. He went on to serve the public at the City of Richmond then at the City of Pinole, where he became the City's longest tenured employee with a remarkable 45-year record dedicated service. City employees and many residents who knew Robert grieved when he passed away on October 13, 2024. Mr. Walker's family was present to receive the proclamation. His daughter Tracy, moved onlookers with a heartfelt description of her father: "To him, Pinole wasn't just a workplace, it was a second home. The relationships he built, the lives he touched, and the example he set will forever leave a mark on this city." She bravely continued, "my father was not just a dedicated public servant. He was a man of integrity who treated everyone with respect and kindness."
City Council also honored the first responders that came to Mr. Walker's aide during his time of need. Members of Pinole Police Department and Con Fire (some who are formerly Pinole Fire Department) were called to the scene, acting swiftly to save his life. Several Public Works employees, Mr. Walker's coworkers, courageously administered first aide efforts which prolonged his life before first responders could arrive on the scene. Thanks to their efforts, Mr. Walker's family was able to have a few more days with their beloved father, grandfather, son-in-law, uncle, and friend. Tracy Walker thanked each first responder by name. COUNCIL HONORS THE LEGACY OF ACTING PINOLE POLICE CHIEF MATT AVERY
The City of Pinole proudly recognizes Acting Police Chief Matt Avery as he retires, concluding a remarkable 34-year career in public service. For 25 years, Chief Avery has served the Pinole Police Department with dedication, leadership, and an unwavering commitment to the safety and well-being of the community he calls home. Beyond his duties in law enforcement, Chief Avery has left an indelible mark on the Pinole community. He has been a champion of public service initiatives, dedicating over two decades to the Special Olympics Law Enforcement Torch Run and earning the 2022 Special Olympics Northern California Law Enforcement Volunteer of the Year award. As Ride Director for the annual Bike the Bridge event and a longtime coach and manager for the Pinole Hercules Little League, his contributions have enriched countless lives and strengthened the bonds between law enforcement and the community. Chief Avery stated at the podium: "I'm honored and humbled to be recognized," he continued "this room tonight is a testament that we are not just numbers. We get to know each other, we are family, and we are not just here for the community but for our fellow coworkers." Chief Avery expressed that he is grateful for the opportunity to serve Pinole and thanked his wife for being the bedrock of his family.

NORTHERN CALIFORNIA BREATHES A SIGH OF RELIEF AFTER TSUNAMI WARNING IS CANCELED
Today at 10:59am, you may have received a notification from the National Weather Service about a Tsunami Warning. The warning has officially been canceled for the coastal North Bay Area to Davenport, California. No further tsunami danger exists, however some areas may continue to experience small sea level changes. The tsunami warning followed a 7.0 earthquake which occurred at 10:44am this morning originating in the Pacific near Humbolt County. A few minutes later, a 5.8 earthquake occurred in Southern Lake County and was reported to be felt by some in and near Pinole.
The tsunami warning was issued in Northern California from Oregon border to Davenport, California (10 miles NW Santa Cruz). People in coastal areas (next to the Pacific coastline) were advised to move 100 feet above ground or 1 mile inland. In the Bay Area, coastal areas in San Francisco were forecasted to be at the greatest tsunami risk at 12:10pm. There was no known tsunami or flooding risk to the Pinole shoreline. We are continuing to monitor the situation with the County Office of Emergency Services.

HOLIDAY TREE LIGHTING STREET CLOSURES
On Saturday, December 7, 2024, the City of Pinole will conduct its annual Holiday Tree Lighting Event and Shop and Stroll. A procession will start at approximately 4:45 P.M. at Fernandez Park, proceeding west through Fernandez Park and follow Tennent Avenue southbound. The procession will end at the Holiday Tree/Community Corner, located at the southeast corner of San Pablo Avenue at Tennent Avenue.
The following roads will be closed from 4:30PM until the end of the event at 6:30PM:
- Tennent Avenue between San Pablo Avenue and Park Street, with traffic directed from eastbound San Pablo Avenue onto southbound Tennent Avenue.
- San Pablo Avenue at Fernandez Avenue with traffic directed southbound on Fernandez Avenue.
- San Pablo Avenue at Pinole Valley Road with traffic directed south on Pinole Valley Road and east on San Pablo Avenue.
A detour route will be in place with traffic control personnel to assist motorists around the event. Drivers will need to take alternate routes during this time. Please direct your questions to Sergeant Rogers, 510-741-2077.

After a year of community and stakeholder engagement through the Walk and Roll Pinole initiative, the City is proud to release a public review draft of its Active Transportation Plan (ATP). The ATP will be a blueprint to enhance a safe transportation network for residents and visitors to walk, bike, and scoot. The ATP will also place the City in a good position to receive grant funding. PROJECTS UNDERWAY AT PINOLE VISTA SHOPPING CENTER
Construction is underway in the parking lot between Carl’s Jr. and Big 5 to install 16 new Tesla Superchargers. This project is expected to be completed in the first quarter of 2025. Pinole residents can also look forward to a couple of new restaurants in the shopping center: Popeyes Chicken (non-drive-through) is being planned for the suite at 1576 Fitzgerald, and Mexihabachi Restaurant is being planned for the suite at 1578 Fitzgerald. At the vacant Kmart Site, the City Council granted entitlements to the property owner in 2022 to demolish the former Kmart building, vacant since 2019, and replace it with a five-story, 223-unit apartment complex. The owner has until October 2026 to secure building permits for the project. Staff anticipates the first step will be a demolition permit for the building in 2025, followed by building permit approvals for the housing development.

PINON TRUNK SEWER CAPACITY PHASE 2 PROJECT
The Pinon Trunk Sewer Capacity Phase 2 Project is the second phase of a multi-year project in the City of Pinole’s Capital Improvement Plan (CIP). The first phase, Pinon-1 capacity improvement project, was completed Summer 2024 and the replacement of pipeline on Tennent Ave at Orleans Dr. to Zoe Ct. Phase 2 includes the replacement of approximately 5,000 linear feet (LF) along Orleans Drive from Zoe Court west to the end, between Orleans Drive and Pinon Avenue, along Pinon Avenue, Roble Avenue, and San Pablo Avenue from Roble Avenue to east of Sunnyview Drive. The purpose of this work is to repair and replace the City’s aging sanitary sewer infrastructure with new sanitary sewer pipelines, as well as to increase capacity to accommodate the sewer needs of our growing community. The Project will increase the capacity of existing sanitary sewer pipeline in order to transport peak wet weather flows (PWWF) and reduce the occurrence and risk of sanitary sewer overflows.
Residents can expect significant excavation work, including digging trenches in the roads to access the old pipe, removal of the existing line, installation of a new pipe, backfilling the trenches, and restoration of the road. Residents should be prepared to slow down around the construction areas. The Contractor will maintain access to residential and commercial driveways at all times. Please observe all road construction signs and slow down to ensure everyone’s safety.
The Pinon 2 Project started on October of 2024 and construction is underway. The Project is estimated to complete by late Summer/early Fall of 2025.

NOTICE TO MERCHANTS -- LICENSE RENEWAL TIME
Attention Business Owners – 2024 Pinole Business Licenses will expire on December 31, 2024. Business license taxes for 2025 are due on December 31, 2024 and become delinquent on February 1, 2025, at which time unpaid taxes are subject to a 50% penalty. There is a change to the business license tax rate for calendar year 2025. The tax for the basic business license is $168.00 per year (not including the $4.00 AB 1379 state mandated fee).
Business license renewal forms are being mailed out November 27, 2024. Renewal forms are mailed to you as a courtesy; we make every effort to make sure that a renewal form is mailed to each active business. If you do not receive a renewal form, it is the business owner’s responsibility to pay the business license tax by January 31, 2025. Please remit your payment to:

The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. CWS alerts you through phone calls, text messages, email, the sounding of sirens, this website, and social media, when a potentially life or health-threatening hazard requires you to take action. You can also receive alerts from the CWS through the City of Pinole mobile app.
FOOD DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce every second Monday of the month. The next drive-thru distribution is Monday, December 9, 2024, from 9 AM to 10 AM (or as supplies last) at the Pinole Senior Center parking lot, (2500 Charles Avenue) You do not need to be a member of the Pinole Senior Center or a senior to receive food. One bag per household and this will be a contactless event, please follow the directions from staff and volunteers when you arrive. Parking or exiting your vehicle will not be allowed. Please open your vehicle's trunk when you enter the parking lot. Food items will be placed in the trunk only by staff/volunteers. Senior Food Program
The City of Pinole Senior Center will be partnering with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ will be able to receive free groceries, including healthy pantry staples, eggs, cheese, and assorted meats twice a month. The program at the Senior Center (2500 Charles Avenue) is available for Pinole senior residents only. This program will take place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, December 10, 2024, from 10:00 am - 11:00 am.
Individuals interested in the program must complete the Senior Food Program Application. Applications will be available at the Senior Center and can also be found on the Pinole Senior Center website. For questions, contact, mpicazo@pinole.gov.
