District 10 has paved the way for the Homestead Exemption and we want our neighbors to know they can benefit directly from this. Congrats Battle of Flowers Cover Art Winner: Faith Sosa!
Congrats are in order for District 10's very own Faith Sosa who won this year's Battle of the Flowers 17th Annual Cover Art Contest! Faith is a junior at MacArthur High School and part of the varsity volleyball and track team. She is currently working towards playing volleyball in college. She plans to major in biology and earn her master’s in marine biology. A very special thank you to her Art teacher, Cory Schwartz who encouraged her to enter this contest!

HEB Excellence in Education Award Winners: Lisa Barry & Amie Charney!
Created in 2002, the H E B Excellence in Education Awards are designed to honor outstanding public school professionals and to thank them for their dedication and commitment. This year, Woodridge Elementary School 5th grade teacher, Lisa Barry won the highest honor: Lifetime Achievement Award, gaining a $25,000 grant for her campus. The North East School of the Arts (NESA)'s Creative Writing Director, Aime Charney also took home the Leadership Award and won $10,000 for her school. A big shout-out to the Brighton Center for being a finalist as well. We are proud of these District 10 teachers for showing remarkable work in education. Thank you so much for all you do!

El Camino Real's History in District 10!
Did you know one of Texas' most historic highways, 'El Camino Real' is in District 10?
In the early 19th century, Camino Real ran from the central Mexican city of Zacatecas to the border city of Nagocdoches to San Antonio. Real brought travelers from all over to the freshly founded town. The highway was meant to connect the various missions, presidios, and other provincial governmental centers of Spanish North America to each other and to Mexico City, the capital of the Spanish territory. El Camino Real, notably, wasn't just one trail but one made up of a network of regional routes, with four major sections including Old San Antonio Road.
Old San Antonio Road, still in use today, ran 500 miles in length from Louisiana to Texas, connecting the Sabine River to the missions along the Rio Grande. The trail was created by the native peoples of the area, before the Spanish worked on the trail starting in 1689, according to the Texas chapter of the American Society of Civil Engineers.
After receiving popular and historical interest throughout the 20th century, the National Park Service named the full route of El Camino Real a National Historic Trail in 2004.

HOMESTEAD PROPERTY TAX UPDATE:
Neighbors, as the budget season approaches, I will continue to push for an increase in our homestead exemption by 20%. In 2017 I spearheaded the first-ever city homestead tax exemption, and in 2019 it became reality. The last thing we want to do is burden our taxpaying neighbors. An increased exemption will help them live comfortably. There is an abundance of resources offered by the City to ensure that people have filled out their property tax information correctly. Bulverde Road 2023 Update
Bulverde Road - Phase I
(Limits: Butterleigh Drive to North of Quiet Meadow)
Project Scope: Reconstruct and widen Bulverde Road with curbs, sidewalks, driveway approaches, traffic signal, and drainage improvements, as appropriate with available funding. This is a continuation of Bexar County's Street and Drainage Improvements Project to realign Jung Road to Quiet Meadow.
PLANNED UPCOMING ACTIVITIES:
- Occurring at the intersections of Quiet Meadows Street, Green Spring Drive, and Briarcrest Street there will be new asphalt poured, constructing the new curb and gutter, and continue to install the new sidewalk.
- Located North of Quiet Meadows Street, heading Southbound, driveway approaches and sidewalks will continue to be worked on, along with working on adding fresh topsoil and sod.
- Located South of Quiet Meadows Street, heading Southbound, the installation of concrete riprap for the new drainage inlet and system will be occurring.
- New driveway approaches and continuation of the sidewalk will continue to take place on Bulverde Road.

Route will be modified between Quintana at Wilcox and Bynum at Fenfield

Changes to City Brush Drop-Off Center!
The City of San Antonio Solid Waste Management’s (SWMD) Bitters Brush Drop-Off Center at 1800 Wurzbach Parkway will be for residential customers only and will no longer accept brush materials from commercial accounts. Commercial accounts include lawn care and landscaping companies, arborists and companies clearing land for development.
SWMD began notifying commercial accounts of this policy in October 2022. Commercial brush can still be dropped off at several locations throughout San Antonio that beneficially reuse the brush. Confirmed locations include:
- Covel Gardens – 8811 Covel Rd.
- Republic Tesssman Rd. Landfill – 7000 IH 10
- Garden-Ville – 7561 E. Evans Rd.

The City of San Antonio begins Cool Pavement Pilot Program!
The City of San Antonio began installing Cool Pavement to sections of roadway in all 10 City Council Districts in an effort to fight rising temperatures in the hottest parts of San Antonio.
On May 8, District 10 will begin their project on Higgins Rd., from Buckwheat St. - Nacogdoches Rd!
Cool Pavement is a water-based asphalt treatment that can reduce spikes in temperature by reflecting more sunlight and absorbing less heat.
The pilot program will cost approximately $1 Million and is funded by the City’s Resiliency, Energy Efficiency, and Sustainability Program Fund.
After the Cool Pavement is applied, the City will study the locations for six months and work with the University of Texas at San Antonio to evaluate its potential to reduce temperatures in the city's hottest parts and test its sustainability. This aligns with the City’s SA Climate Ready, Climate Action & Adaptation Plan adopted by City Council on October 17, 2019.

Spend your Summer with the City of San Antonio!
Local youths are invited to spend their summer with the City of San Antonio. Several City departments have begun hiring for seasonal employment and will host special summer programming and camps.
SUMMER RECREATION AND EDUCATION PROGRAMS
San Antonio Parks & Recreation Summer Youth Program
The San Antonio Parks and Recreation Summer Youth Program is offered for youth ages 6-12 at school sites and 6-14 at community centers. All registered participants will receive two meals daily. Activities include traditional sports, active games, craft projects, art exploration, along with math and science enrichment.
Those seeking a reduced fee must provide the required documentation in person for review prior to registration. Documentation to qualify for a reduced fee must be provided each year. Registration is now open. For more information, fees, dates and locations, visit SAParksandRec.com.
San Antonio Public Library
San Antonio Public Library’s (SAPL) annual summer program is back from June 1 – July 31. Featuring programs and activities for all ages, Summer with SAPL encourages San Antonio and Bexar County residents to set and work toward summer goals with their local library. Programs and activities will be available at every SAPL location in June and July. Children will receive a free book when starting their Summer with SAPL journey.
Teen Summer is also available for teenagers ages 13 – 18. Participants of Teen Summer will get a special edition teen-designed t-shirt by visiting any SAPL location. Sign-up incentives for Summer with SAPL and Teen Summer are available at all locations on a first come, first serve basis. More information is available at MySAPLs.org/Summer.
JOBS FOR YOUTHS NOW AVAILABLE
Summer Youth Program Staff and Lifeguards
Positions are available for summer youth program staff and lifeguards. The Summer Youth Program is hiring staff 18 and up for site supervisors, site staff to work with participants in their various age groups, as well as art, math and science instructors. The starting pay for these positions is $17.50 per hour.
The City is also hiring staff 16 and up for lifeguards and pool supervisors. Additional incentives are being offered to Aquatics positions such as a $500 incentive, paid training, and uniform stipends. Parks has hosted monthly Lifeguard Clinics since October 2022 to assist in obtaining Red Cross certification.
The City is hosting a Summer Job Fair & Lifeguard Clinic on Saturday, May 20 at the Ramon V. Quintero Community Center, 3100 Hiawatha from 10 a.m. – 2 p.m. Attendees can learn about summer jobs, chat with hiring managers, receive assistance with completing their job applications and interview on the spot.

San Antonio Department of Human Services
The City’s Department of Human Services (DHS) offers two main programs for the youth, and work alongside delegate agencies to provide summer programing across San Antonio during the summer and year-round. The ambassador summer internship program focuses on funding summer internships for college students who completed at least two semesters of college. The City received more than 600 applications to fill 200 placements. Positions have reached capacity.
In addition, the City’s NXT Level: AlamoPROMISE Scholars partners with Alamo Colleges District to provide the region’s only non-traditional pathway for young adults to participate in AlamoPROMISE, which provides tuition-free academic certificates and associate’s degrees.
SUMMER CAMPS
San Antonio Police Department Camp
San Antonio Police Department’s (SAPD) Summer Camp opens this summer to high school students ages 14 to 17 who are interested in law enforcement. The camp gives participants a firsthand look at what a career with SAPD is like.
- Camp one: June 12 – 14
- Camp two: July 10 - 12
The camp will be held Monday – Friday from 9 a.m. until noon. Different units provide instruction to the students throughout the day, including police scenarios, meeting with specialized units and conquering the training academy obstacle course. The camp is designed to take the attendees through the process or “life” of an officer from application and academy to patrol to follow up and specialty units. SAPD also offers the Public Safety Corps (PSC) program, an year-round leadership initiative for 14-21 year old youths interested in community service and a career in law enforcement. The program includes community service events and projects, public service exercises, scenario training and law enforcement competitions. Close to 50 of SAPD’s officers are alumni from this program. San Antonio Fire Department
The San Antonio Fire Department’s (SAFD) popular program, Hero Like Her and Hero Camp are back this summer and have already reached registration capacity. Local teens will experience firefighter training exercises and will learn more about fire prevention and safety. More information is available at HeroLikeHer.com.

San Antonio Municipal Court
The San Antonio Municipal Court provides educational opportunities for youth. Those who receive Class C offenses can be court ordered to attend youth activities as a condition of probation. The activities are scheduled with City departments and include educational and cultural topics, such as learning about geology, nature walks and visiting historical sites like the San Antonio Missions. Transportation is provided by Municipal Court Juvenile Case Managers.
Also offered year-round, the Court provides youth and parent classes that focus on building healthy communication between parents and their youths, as well as enrichment classes that help youths navigate difficult topics such as teen dating, underage driving and human trafficking.
The Court also hosts a Peer Court. Teen defendants can plead no contest or guilty and have their case heard by their peers. The Peer Court offers allows participants to resolve legal issues before they result in formal juvenile court proceedings.

San Antonio Metropolitan Health District
The Metro Health Department youth programing is year-round and includes the Mayor’s Fitness Council Student Ambassador Program, which aims to improve the health of San Antonio by providing students with the opportunity to represent the Mayor’s Fitness Council and encourages healthy living at their school campus, at home, and in their surrounding communities.
The student ambassador program is a two-year program that students in middle and high school can participate in to create a health and wellness focused service project that meets a need at their school campus or in the community. Additionally, the department offers the Project Worth program. The program’s mission promotes child and teen health and well-being through education, collaboration, and empowerment.

City is now accepting applications for REHABARAMA!
The City’s Office of Historic Preservation (OHP) is expanding its REHABARAMA program. If selected, participants may receive minor home repairs at no cost.Eligibility restrictions apply.
One goal of REHABARAMA is to preserve aging housing stock for the purpose of allowing residents to age in place & gain generational wealth. “Our older housing stock provides a high proportion of naturally occurring affordable housing that remains largely unsubsidized and unprotected. These existing homes can be at risk of deterioration or demolition due to deferred maintenance, and once they are gone, we lose the affordability,” says Shanon Miller, Director of the Office of Historic Preservation. “Prioritizing repair and maintenance programs for our older housing stock is supported by the City's Strategic Housing Implementation Plan as an environmentally and economically sustainable method of housing preservation.”
Qualified participants are eligible to receive assistance with home repair and maintenance projects focused on arresting deterioration and prolonging the useful life of the home. Typical scopes of work include projects that address one or more of the following:
- Building envelope (siding, soffit, fascia, roof penetrations, skirting)
- Structural systems (foundation, stabilization, reinforcement of structural elements, masonry)
- Non-compliance with property maintenance code issues
- Weatherization & comfort (wood window repair, windows screens, door repair, insulation)
- Longevity (scraping, caulking, painting, flashing, gutter repair)
- Safety (porch repair & decking, accessibility)
To be eligible, the home must be constructed prior to 1960, and the income level for the household must be at 80% of the Area Median Income or below.

Beyond preserving aging housing stock, another goal of REHABARAMA is to integrate trades education and learning opportunities into every project. City’s Head Start Program Accepting Applications for 2023-2024 School Year!
The City of San Antonio Department of Human Services Early Head Start and Head Start programs, which provide high-quality early childhood education and comprehensive social services to eligible children and families, is taking applications for the 2023-2024 school year.
The Head Start mission is preparing children and engaging families for school readiness and lifelong success. Human Services implements a Head Start Program Model – providing direct program services in Edgewood ISD and San Antonio ISD for 3,020 children ages 3-5 years old. Early Head Start provides center-based services for 216 children at six local non-profit childcare centers and center-based and home visiting services for 128 children at a campus in Edgewood ISD for children ages 6 weeks to 3 years.

Zero Percent Interest Loans Now Available for San Antonio Small Businesses!
The City of San Antonio, the San Antonio Hispanic Chamber of Commerce (SAHCC), and LiftFund have secured $500,000 in the FY23 Budget for the City of San Antonio’s 0% Interest Program, a program aimed to support the growth of San Antonio small businesses, especially in light of recent economic challenges.
Small businesses located in or relocating to San Antonio city limits can apply for up to $100,000 in 0% interest funding through the program, double what has been offered by the program in the past. The funding can be used for startups as well as the majority of regular business expenses including inventory, payroll, equipment, and working capital.
According to the program website, the initiative prioritizes funding small businesses looking to hire additional staff, in efforts to help create jobs in the city. Those that have not received a 0% interest LiftFund loan in the past two years also have priority, to help those that need support the most.

Join us for a morning filled with music, songs, and rhymes. This program is best for children under 10.

Bring your friends and watch movies, play games, or do crafts! It’s your time to chill with friends and do whatever activity you like.

Yoga Class (for beginners & experts!)
The class will offer options for experts and beginners alike, including seated postures or standing with chair support. Comfortable clothing suggested; must bring your own mat.

Improve breathing and balance, increase strength, and decrease stress with certified instructor Debra! Comfortable clothing is recommended and no equipment is required.

National Pet Week: Sit, Stay, Learn! Dog Training Demonstration
