Carter Ann Patton Stormwater Improvement Project Update April 11, 2025

I’d like to provide you with an update on the Carter-Ann-Patton project as we enter the final stages of construction.

Thanks to efficient progress, the contractor is ahead of schedule and has already completed the milling and paving of the south side and eastbound lanes on Patton Avenue. The contractor will now shift work to the remaining project areas beginning today, April 11:

  • North side closure: Three lanes on the north side of Patton Avenue between French Broad Avenue and Clingman Avenue will be closed; one eastbound lane will remain open on the south side. A detour will be in effect via Hilliard Avenue.

  • Milling and paving of the westbound lanes and along Carter Street.

  • Once this work is finished, all lanes on Patton Avenue will reopen in both directions—except for night closures at the French Broad Avenue and Clingman Avenue intersections.

Remaining project components to complete:

  • Pedestrian ramps on the east side of the French Broad Avenue and Patton Avenue intersection and the southwest corner of the Clingman Avenue and Patton Avenue intersection will be reconstructed for ADA compliance.

  • Night closures for final intersection work will occur once asphalt plants begin operating at night. We will share exact dates as soon as they are confirmed.

  • The final component of the project will be tree planting throughout the project area.
