Each month, the Active Transportation Newsletter shares updates on active transportation projects, funding and grant awards, opportunities to provide input, and upcoming public meetings. We highlight efforts to make it safer and easier to walk, bike, and roll in communities across the region.

Howard County Transportation Open House March 3

The third annual Howard County Transportation Open House has been rescheduled to Tuesday March 3 from 4:30 - 7:30 p.m. at the Miller Branch Library (9421 Frederick Rd, Ellicott City, MD 21042). Topics will include active transportation and transportation safety, among many more. The Open House will provide the public with an opportunity to comment on the County's overall transportation priorities, approaches to solving common transportation challenges, and specific projects.
Baltimore Metropolitan Council (BMC) staff will be in attendance to share information about regional transportation initiatives.

Weigh In on the Fiscal Year 2027 Transportation Planning Budget

The Baltimore Regional Transportation Board (BRTB) receives funding each year to plan the future of transportation in the region.
The transportation planning budget shows how funds will be used to guide transportation studies, data collection, and public engagement across the region for Fiscal Year (FY) 2027. The budget is funded by a mix of federal grants (80%) from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), and local contributions (20%) from the Maryland Department of Transportation (MDOT) and local governments. This budget is also called the Unified Planning Work Program (UPWP).
Some focus areas that include active transportation in the FY 2027 draft budget are:
- Preliminary Design of High Priority Bikeable Baltimore Region (BBR) Network Projects
- Updating Local Bicycle Plans per BBR
- Transportation Land Use Connections (TLC) Grants

Pataspco Regional Greenway: Henryton Road Spur Public Meeting March 23

The Baltimore Regional Transportation Board (BRTB), Carroll County, Howard Country, and the Maryland Department of Natural Resources are working together to design a new spur of Patapsco Regional Greenway (PRG). This segment will connect to the Sykesville to McKeldin section of the PRG, and cross the South Branch of the Patapsco River.
Before we start to plan, we would like to hear from you. Are you excited about this trail? What do you think about the proposed location? Do you know of anything that could make this route hard to use or build? What suggestions do you have to make the trail beneficial for everyone?
Feedback is welcome from Monday, March 9 until Monday, April 6, 2026.

BikeHoward 2026 Public Meetings and Survey

BikeHoward is Howard County’s bicycle master plan. It is the document that guides the development of the County’s bicycle network and bicycle programs.
The original BikeHoward was adopted in 2016 and has been the guiding light of bicycle infrastructure development and programming for the last decade. The County is now planning for the future with an update to the plan. To update BikeHoward, the County will conduct a thorough review of the original plan, analyze pertinent data, host stakeholder meetings, and ask for public input.
Visit the BikeHoward website to stay up to date on the plan’s development and look out for additional opportunities to provide feedback. Complete the BikeHoward 2026 survey at this link.
The County will hold three public workshops:
- March 3 from 4:30 to 7:30 p.m. at Miller Branch Library (9421 Frederick Rd, Ellicott City, MD 21042)
- March 5 from 5 to 7 p.m. at North Laurel Community Center (9411 Whiskey Bottom Rd, Laurel, MD 20723)
- March 10 from 5 to 7 p.m. at Central Columbia Branch Library (10375 Little Patuxent Parkway, Columbia, MD 21044)
It is anticipated that there will be a draft plan ready for presentation to the Howard County Council by early summer 2026 with a target for adoption by late summer.

Host a Live Pit-stop for Bike to Work Week 2026
Bike to Work Week is an annual event celebrated across the United States each May to encourage and celebrate bicycling to work (or anywhere!) and promote public awareness of bicycling and bike safety. Bike to Work Week 2026 will take place Monday, May 11 through Sunday, May 17, with locally hosted events, called Live Pit-stops, all week.

Live Pit-stops are held at specific times with refreshments, safety checks, group rides, and other programs! They will be listed on BikeToWorkMD.com and promoted in external media advertisements. Live Pit-stops can be as simple as setting up a table with marketing materials and refreshments, or as involved as organizing a group ride to work.

Third Round of Pedestrian Safety Action Plan (PSAP) Corridors Announced

The Pedestrian Safety Action Plan (PSAP) is designed to provide greater access and protect all roadway users, including those traveling on foot or by bicycle, scooter or other mobility device.
Through the PSAP, the Maryland Department of Transportation (MDOT) State Highway Administration (SHA) will work with communities to improve pedestrian safety by identifying challenges, setting goals and objectives, focusing on areas of need, setting priorities, and taking action.
The five corridors receiving safety projects in the third round of the PSAP program were announced on February 9. These are:
- MD 450 (West Street) from MD 2 (Solomons Island Road) to Spa Road in Annapolis, Anne Arundel County
- US 40 (Baltimore National Pike), from Charing Cross Road to Nuwood Drive in the Catonsville community of Baltimore County
- US 301 (Robert S. Crain Highway), from MD 228 to MD 5, in Waldorf, Charles County;
- MD 212 (Riggs Road) from MD 193 to Buck Lodge Road in the Langley Park/Adelphi area of Prince George’s County
- MD 704 (Martin Luther King Jr. Highway) in Seat Pleasant, Prince George’s County

MD 26 (Liberty Road) Safety Project Public Informational Workshop March 24
The Maryland Department of Transportation State Highway Administration (SHA) will host a public informational workshop on pedestrian safety initiatives along the MD 26 (Liberty Road) corridor from Washington Avenue to Owings Mills Boulevard/Live Oak Road.
The MD 26 corridor in Baltimore County is planned for safety improvements as part of SHA’s commitment to a safe and accessible transportation network for all users, including pedestrians and cyclists. This project was selected for implementation using the Pedestrian Safety Action Plan (PSAP) Priority Analysis.
The workshop will be held from 5 to 7 p.m. Wednesday, March 4, at the Randallstown Community Center (3505 Resource Drive, Randallstown, MD 21133) to gather community input on the proposed pedestrian safety improvements along the MD 26 corridor. The workshop will provide attendees an opportunity to view project details on maps and displays. The maps, displays and other information also will be available on the Project Portal page.

MD 700 (Martin Blvd) Safety Project Public Informational Workshop March 18
The Maryland Department of Transportation State Highway Administration (SHA) will host a public informational workshop on pedestrian safety initiatives along the MD 700 (Martin Boulevard) corridor from US 40 (Pulaski Highway) to MD 150 (Eastern Boulevard).
The MD 700 corridor in Baltimore County is planned for safety improvements as part of SHA’s commitment to a safe and accessible transportation network for all users, including pedestrians and cyclists. This project was selected for implementation using the Pedestrian Safety Action Plan (PSAP) Priority Analysis.
The workshop will be held from 5:30 to 7:30 p.m. Wednesday, March 18, 2026, at Middle River Recreation and Activity Center (9702 Community Drive, Middle River, MD 21220), to gather community input on the proposed pedestrian safety improvements along the MD 700 corridor. The workshop will provide attendees an opportunity to view project details on maps and displays. The maps, displays and other information also will be available on the Project Portal page.

MD 140 (Reisterstown Road) Safety Project Project Public Informational Workshop March 24

The MD 140 corridor in Baltimore County is planned for safety improvements as part of SHA’s commitment to a safe and accessible transportation network for all users, including pedestrians and cyclists. This project was selected for implementation using the Pedestrian Safety Action Plan (PSAP) Priority Analysis.
The workshop will be held from 5 to 7 p.m. on Tuesday, March 24, at Franklin High School (12000 Reisterstown Road, Reisterstown, MD 21136) to gather community input on the proposed pedestrian safety improvements along the MD 140 corridor. The workshop will provide attendees an opportunity to view project details on maps and displays. The maps, displays and other information also will be available on the Project Portal page.

Maryland Department of Transportation (MDOT) in Motion is a series of webinars, interactive sessions, and educational opportunities offered by the MDOT Office of Active Transportation and Micromobility. MDOT in Motion demonstrates opportunities to make options like walking, biking, and transit more accessible.

This webinar will explore the implementation of MDOT's 2024 Complete Streets Policy. MDOT will share project trackers, and the State Highway Administration will provide updates on recently adopted design guidance for pedestrian and bicycle facilities. Guest speaker Joseph Moges, Chief of Montgomery County's Division of Transportation Engineering, will share the perspective of a local county working alongside MDOT to increase safety.
