Applications Open Austin Initiative to Boost Community-Rooted Developers

 

Applications are open through April 21, 2025, with an upcoming informational webinar on April 4

The Austin Housing Finance Corporation (AHFC), in collaboration with Capital Impact Partners and HousingWorks Austin, announces the return of the Austin Equitable Development Initiative (formerly known as the Austin Small Developer Training), a program focused on empowering community-rooted developers to lead revitalization efforts. The Equitable Development Initiative (EDI) works to broaden participants’ skills and opportunities through training, mentorship, and financing. Applications are open through April 21.

Led by the Momentus Capital branded family of organizations through Capital Impact Partners, this nine-month learning series will focus on the current real estate development environment and will accept 15 participants. In collaboration with the City of Austin and HousingWorks Austin, the EDI prepares participants to undertake housing projects that shape Austin's development landscape. Participants will receive essential tools to help grow their businesses, including training, technical assistance, advising, networking opportunities, and potential financing pathways.

HDA Quarter IV Application Submission

The Housing Department provides gap financing for the acquisition, rehabilitation, and new construction of affordable housing. Quarter IV Housing Development Assistance funding applications are due by May 7th at 3 PM. Due to limited funding, only developments with an active 9% Low-Income Housing Tax Credit application are eligible to apply. 

Applications for RHDA and OHDA assistance for affordable housing support are available on the Application Listing Webpage. Visitors to the site can review the submitted developer applications and provide comments and ask questions about the applications and the review process.

 


 

Workshops on Place-Based Enhancement Tax Incentive

The Economic Development Department (EDD) is launching a new tax incentive initiative in May called the Place-Based Enhancement Program, which provides tax reimbursements to new development projects that offer affordable space to local nonprofits, small businesses, or co-ops. The incentive can also factor in provisions of affordable housing in a mixed-use project. Supportive Housing Community for Victims of Family Violence Coming to Southeast Austin-The Sasha

We celebrated the groundbreaking of The Sasha, a 60-unit supportive housing community for victims of family violence. The site will be owned by The SAFE Alliance (SAFE) Affordable Housing Corporation and developed in partnership with DMA Development Company. Construction will begin in Spring 2025 and is anticipated to be completed in Spring 2027. The Sasha, located at 1325 Grove Boulevard in District 3 on the SAFE Alliance campus, will comprise one-, two-, and three-bedroom units — 30 permanent supportive housing units and 30 transitional supportive housing units. All 60 units at the southeast Austin multi-family rental development will be available between 30% and 50% of the median family income (MFI). The property is located within ½ mile of the Riverside Drive Mobility & Activity Corridor and Riverside Station Activity Center and 1/4 mile of high-frequency transit service in close walking proximity to multiple bus stops. The site was one of two applicants to receive 9% LIHTC in 2023 and was among the first distributions of the 2022 GO Bonds. 

 


 

City of Austin Partners with Housing Connector and Zillow to Expand Housing Access for Residents Facing Housing Instability

Housing Connector, a nonprofit that uses Zillow-powered technology to remove barriers to housing and match people with vacant units, has officially launched in Austin. In partnership with the City of Austin’s Homeless Strategy Office, Housing Connector will connect property owners and managers with local nonprofit service providers to increase housing access for individuals and families in need and help them sustain it long-term. The majority of those targeted for support through the Housing Barrier Reduction Fund from the City of Austin earn less than $21,000 a year, while the typical rental in Austin costs $20,112, according to Zillow data. Housing Connector has already housed more than 9,000 residents across its existing markets and is committed to replicating that success in Austin. The National Low Income Housing Coalition first-ever Our Homes, Our Votes Tenant Fellowship will convene 20 tenant and resident leaders that are committed to the mission of NLIHC’s nonpartisan Our Homes, Our Votes campaign: to increase voter turnout among low-income renters and elevate housing as an election issue. Applications are due on Friday, April 18, at 11:59 pm ET. Upcoming Hearings on Preservation Bonus Amendments

The Austin City Council is considering changes to the Land Development Code in April. The proposed code amendments will increase the interior square footage allowed for two new housing units if an existing housing unit is preserved. This amendment will not allow for increased impervious cover. The public hearings on these proposed amendments will be at Austin City Hall, 301 W. 2nd St., on the following dates:  

  • April 8, 6 p.m. – Planning Commission Meeting  
  • April 24, 10 a.m.  – City Council Meeting
