Inside the Council Chambers

At the council meeting on Tuesday, April 1, 2025, the Pinole City Council recognized several proclamations in honor of the following: Arab American Heritage Month, National Pet Day, and Cesar Chavez Day. 

City Manager Young presents the update on the Crosswalk Sponsorship Program.

HIGHLIGHTS

City Manager Young shared that the City is actively working on an exciting new crosswalk program aimed at enhancing pedestrian safety and community engagement. As part of this initiative, potential crosswalk locations are being identified and will be presented to a subcommittee for review. The goal is to involve various city commissions in the process, encouraging volunteers to participate and help spread the word.

To support this effort, outreach will be conducted with local businesses to seek donations and sponsorships. Volunteers and sponsors are welcome to join in bringing this vision to life. The first painted crosswalk is anticipated to begin this summer, with an initial goal of completing two crosswalks within the next year and the hope of expanding the program further.

Three potential locations have been identified:

• San Pablo Avenue and Pinole Valley Road
• Pinole Valley Road at Pinole Valley High School, across from the library
• Pinole Valley Road at Pinole Valley Park

Community input is encouraged, especially regarding art concepts for the crosswalks. Some initial ideas include books, soccer balls, fish, and rainbow designs. While creativity is welcomed, all crosswalks must adhere to safety regulations and design criteria.

The program will be developed in collaboration with a subcommittee to establish guidelines and strategy while working closely with commissioners. A call for artists, volunteers, and supplies will be issued in the coming months, after which plans will be reviewed by the subcommittee. Formal proposals will then be brought to the City Council for final approval.

News & Updates

ROAD REPAIRS COMPLETE ON MARLESTA DRIVE

The City of Pinole's Public Works team has successfully performed road repairs on Marlesta Drive and other roads. These much-needed repairs enhance safety and provide improved driving experience for residents and visitors alike. The project included the application of six tons of rockasphalt on Marlesta Drive, two tons on Shawn Road, and one and a half tons on Wright Avenue, for a total of nine and a half tons across all three streets. Additional road repairs will be performed in the last two weeks of April.  These repairs are temporary, as the City is planning a comprehensive Annual Pavement Rehabilitation Program starting in FY 2025/26. This program will include treatments such as cape seal and slurry seal to cover full roadway widths, ensuring long-term improvements to road conditions.

Rockasphalt, a natural asphalt material, was chosen for road repairs due to its ability to improve with traffic load/wear, making it an ideal solution for high-traffic areas. The Public Works team utilizes a compact track loader and an asphalt roller to achieve a smooth, long-lasting surface. Repairs on San Pablo Avenue are planned to take place in late April. PINOLE EARTH DAY CHALLENGE

We encourage you to start celebrating Earth Day with us by taking a small challenge to help the planet! Choose any eco-friendly action —like using less water, composting, or walking instead of driving. If you bring a small proof (i.e. photo) of your eco-friendly action to the City's information booth at the Pinole Earth Walk, you will get a small gift PLUS an entry into our raffle for a one-of-a-kind upcycled banner bag!

The Pinole Earth Walk is on Saturday, April 19 from 9 am-11 am at Fernandez Park. Earth Day is a reminder to pay gratitude to our planet for sustaining us everyday. The event kicks off with an optional ~1.5 mile walking pledge along the Creek and Bay, followed by free refreshments and fun, earth-themed activities provided by local community groups and agencies. We encourage you to also participate in the Pinole Earth Day Challenge ahead of the event to claim a small gift and enter into a raffle for a sustainable prize. The first 100 registrants for Earth Walk will receive a free reusable straws kit, kindly sponsored by our clean energy provider, Marin Clean Energy. We hope to see you there. Register TODAY!

INTERN WITH MARIN CLEAN ENERGY

MCE’s internship program is intended to be a paid, part-time, learning and development opportunity for highly motivated individuals who are interested in exploring a career in the renewable energy industry and learn more about working in a professional setting. Throughout the internship, MCE will provide ongoing development opportunities, education materials, a realistic view of what a career looks like in the renewable energy industry, the opportunity to break into the industry, and practical experience in one of our departments. This is a paid internship at $20.00 per hour and will be for a duration of 3-6 months. This internship is expected to start around mid-June.

• Fully vaccinated for COVID-19
• At least 16 years of age
• Authorized to work in the US
• Must be from MCE’s service area

The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. CWS alerts you through phone calls, text messages, email, the sounding of sirens, this website, and social media, when a potentially life or health-threatening hazard requires you to take action. You can also receive alerts from the CWS through the City of Pinole mobile app.

LIMITED-TIME REBATES: RELAUNCH OF THE PINOLE ENERGY ENHANCEMENT REBATE PROGRAM

The City of Pinole is excited to announce the relaunch of the Pinole Energy Enhancement Rebate Program (PEER)! Recent changes in regional rebates mean we've restructured the program to keep offering you substantial savings on energy-efficient home upgrades. Get up to $3,000 in rebates on improvements like heat pump water heaters, HVAC systems, induction stovetops, insulation, and more. These upgrades help you lower energy costs, improve home comfort, and contribute to a more sustainable community. HOW TO REPORT POTHOLES

Report potholes by calling (510) 724-9010 or submit a request online. Please be prepared to describe the location of the pothole. Over the past month, our Public Works team patched 39 potholes (and counting) in Pinole!

FOOD BANK DISTRIBUTION

The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce. The next drive-thru distribution is Monday, April 14, 2025, from 9 AM to 10 AM (or as supplies last) at the Pinole Senior Center, 2500 Charles Avenue where you will receive one bag per household, If you have any questions, email recreation@pinole.gov or call us at (510) 724-9800.

SENIOR FOOD PROGRAM

The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy pantry staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, April 8, 2025, from 10:00 am - 11:00 am. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors.
