The Honorable Harpreet Sandhu spoke at the podium, "I want to express heartful gratitude...this acknowledgement affirms respect, understanding and inclusion for all communities." The Sikh religion teaches love and oneness for all and values faith and service.

HIGHLIGHTS FROM COUNCIL
City Council unanimously approved a future agenda item to consider an ordinance designed to protect immigrant rights in Pinole. Staff will return with a report at a future meeting outlining a potential ordinance.
During public comment, three members of the Pinole Police Department expressed their frustrations about their union not having a contract for over 4 months with the City of Pinole. They were accompanied by several supportive colleagues and residents in the chambers. Pinole Police Association President Amy Eubanks spoke to council: "Every day, we face the horrors of humanity so others don’t have to,” she continued, "I have spilled my blood, sweat and tears on Pinole city streets." At the podium, Officer Eubanks and others stated that they want to see competitive pay and benefits to incentivize qualified officers to stay in Pinole.
Banner Program Coming Soon
Community Service Director Andrea Dwyer presented details about the City's dynamic Banner Program, set to be launched early next year. With this program, the city wishes to highlight businesses and non-profits and foster greater participation with community engagement efforts. She explained that they would start with the light poles that have the banner brackets already installed -- a total of 46 locations around Pinole's downtown and other areas. Reservation fees would cover administration costs and public works' labor to hang banners. Interested parties should email recreation@pinole.gov and further details about the program will be published soon on PinoleRec.com.
Council Adopts Private Sewer Lateral Program Guidelines
City Council approved guidelines for the Fiscal Year 2025/26 Private Sewer Lateral Program (Project #SS2407) and continue the program through FY 2029/30. The program, funded through the Sewer Enterprise Fund, provides financial assistance to property owners for sewer lateral repairs or replacements, offering up to 50% reimbursement (maximum $4,500 for full replacement of a sewer lateral that is 100 feet or more and/or 10 feet deep; $3,000 for all other replacements; and $1,000 for repairs) based on the lowest qualified bid. Eligible properties include single-family and small multi-unit residences, with funding distributed on a first-come, first-served basis. The City Council previously allocated $150,000 for FY 2025/26, and staff recommended extending annual funding of $150,000 through FY 2029/30 to continue supporting property owners in addressing private sewer lateral deficiencies.

SIDEWALK IMPROVEMENTS NEARING COMPLETION IN DOWNTOWN PINOLE
Capital Improvement Project (CIP) RO2402 Sidewalk Rehabilitation Program construction work is now underway to improve accessibility in the downtown area as crews began sawcutting curb ramps saw cutting last week. This week curb ramps will be removed and replaced to ensure compliance with the Americans with Disabilities Act (ADA). The upgrades have made the sidewalks safer and more accessible for all residents, including those using wheelchairs, walkers, or strollers. Construction will continue over the coming weeks, with crews working to minimize disruptions to traffic and pedestrians. Each area will take approximately two to three days to complete. Drivers and pedestrians are encouraged to use caution around work zones and follow posted detours. Once complete, the new curb ramps will provide smoother, safer connections between sidewalks and crosswalks throughout the downtown district. FOOD ASSISTANCE RESOURCES AVAILABLE FOR PINOLE RESIDENTS
The Contra Costa County Board of Supervisors has declared a local emergency due to the disruption of CalFresh benefits. To help those affected, the County has approved $21 million to provide debit cards to CalFresh recipients who lost their benefits this month. Distribution of these debit cards is expected to begin next week.
Under the plan, CalFresh participants can pick up debit cards loaded with two weeks of approved benefit amounts starting the week of Nov. 10 at these locations:

📍 400 Ellinwood Way, Pleasant Hill
📍 4545 Delta Fair Blvd., Antioch
The next drive-thru food distribution at the Pinole Senior Center will take place on Monday, November 10, 2025. Low-income Pinole seniors (ages 55+) can receive free groceries, including pantry staples, eggs, cheese, and assorted meats, every second and fourth Monday of the month. Proof of Pinole residency is required, and applications can be completed in person or online.

How You Can Help
Pinole Valley High School is hosting a Care Package Food Drive through November 19, collecting non-perishable food items for students and their families. Donations can be dropped off at the Pinole Valley High School front office. Volunteers are also needed to help sort, pack, and deliver donations.
The Pinole Police Department is preparing for their annual Thanksgiving Dinner Giveaway. You can drop off non-perishable food donations at the Police Department Lobby, located at 880 Tennent Avenue. They are also accepting gift cards. For more information, email jlouis@pinole.gov.

STREET REPAIR UPDATE: 90 PROJECTS COMPLETED LAST MONTH
The City’s Public Works team has been hard at work improving neighborhood streets and enhancing road safety throughout the community. A total of 90 pothole and street repair projects were completed this month, addressing damaged pavement and improving driving conditions in several areas across Pinole. Recent work included repairs on Shea Drive, Sarah Drive, Kilkenny Way, Kildare Way, Tara Hills Drive, Henry Avenue, Marionola Way, Fern Avenue, Barkley Court, Doidge Avenue, Wright Avenue, Chapparal Court, Carmelita Way, Estates Avenue, Ramona Street, Savage Avenue, Faria Avenue, Canyon Drive, Kilrush Court, Alberdan Circle, Second Avenue, Alamo Street, and more.

REPUBLIC SERVICES UPDATE
The Republic Services Credit Memorandum of Understanding (MOU) will be included as an agenda item under New Business at the November 18th City Council meeting. Community members are welcome to attend or watch online to learn more about this item and provide public comment.
Long-Term Post-Collection Services Agreement Under Consideration for West County
The West Contra Costa Integrated Waste Management Authority will review a proposed long-term agreement with West County Resource Recovery, Inc. for post-collection recycling, composting, and disposal services at its upcoming Board meeting. If approved, the agreement would take effect January 1, 2026, through June 30, 2040, with options to extend through 2050. Developed following a competitive bidding process, the proposal aims to provide rate stability, environmental compliance, and continued support for recycling and organics recovery programs under state mandates such as AB 341 and SB 1383, while maintaining essential services like hazardous waste collection, compost giveaways, and community education. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
