2026 9% LIHTC Resolution of Support Requests

Developers who intend to submit a 2026 application for 9% Low-Income Housing Tax Credits may request a Resolution of Support from Austin City Council by submitting a 2026 Request for City of Austin Resolutions Form by 5:00 pm CST on December 12, 2025. This form and associated summary sheet is available on the Housing Department’s Federal and State Funding webpage under the “9% Tax Credit Applicants”. Staff anticipate that all 9% Resolutions will be considered at the February 5, 2026 meeting of the Austin City Council. 
 
In order to be eligible for a Resolution of Support, a proposed development must meet preference criteria which reflect local priorities for affordable housing. These priorities are described in the request form. If you have any questions about the 9% LIHTC Preference Criteria or process, please email HousingIncentives@Austintexas.gov. 

 

 

NSPIRE Inspection Standards

The Building of a New Inspection Model – National Standards for the Physical Inspection of Real Estate (NSPIRE) is HUD’s approach to standards development follows a clearly defined core set of principles: people-centered design, a focus on efficiency, science-based rationales, continuous collaborative improvement, and streamlined operations. HUD welcomes input from property owners and agents, public housing agencies, residents, technical experts, and other members of the public. Your feedback is critical to the success of NSPIRE and the well-being of the residents HUD serves.

Libertad Austin Expands Affordable Housing Options in East Austin

We celebrated the opening of Libertad Austin, a 198-unit affordable multifamily rental housing community for households earning 30% to 60% median family income (MFI). Located in District 3 at 900 Gardner Road, the apartments offer one-, two-, and three-bedroom units with access to high-quality supportive services, aimed at preserving affordability in the East Austin neighborhood.    

Libertad Austin is located near Govalle Neighborhood Park, East Boggy Creek Greenbelt, and the Liberal Arts and Science Academy. Developed by the Vecino Group, the community will provide 50 Permanent Supportive Housing (PSH) units, facilitated by Caritas of Austin, to serve individuals and families at risk of or exiting homelessness. All units range in size from 653 to 1052 square feet.  

AHFC acquired approximately 8.2 acres of surplus land from the City of Austin via two transactions in 2014 and 2022. AHFC awarded a solicitation to Vecino Group to develop Libertad Austin. An additional 1.6 acres is being developed by Guadalupe Neighborhood Development Corporation (GNDC) into 27 affordable ownership homes at Johnny Limon Village, providing a continuum of long-term housing affordability in the community.  

Libertad received $4.5 million from the AHFC through the Rental Housing Development Assistance (RHDA) Program, funded by the Project Connect Anti-Displacement Initiative. Additionally, the development secured a 4% Low-Income Housing Tax Credits (LIHTC) award from the Texas Department of Housing and Community Affairs (TDHCA). LIHTC is a federal program enabled by the Internal Revenue Service (IRS) and allocated to each state. In Texas, the TDHCA administers tax credits. 

 

 

Groundbreaking for Urban Empowerment Zone (UEZ) I, a new Permanent Supportive Housing Community in East Austin

We are thrilled to announce the groundbreaking celebration for Urban Empowerment Zone 1 (UEZ I). The new community will provide 80 Permanent Supportive Housing (PSH) units to serve individuals and families at risk of or exiting homelessness. Located at 6400 FM 969 Road in District 1, the development will consist of a four-story, elevator-served building that includes a community room, warming kitchen, community pantry, laundry facilities, computer center, supportive service areas, and a central courtyard designed to promote safety and community connection.

All units will be Continuum of Care (CoC) units, providing coordinated health care and supportive services for residents. Capital A Housing is developing the site as a turn-key building.  Austin Area Urban League will be both the 100% owner/operator and the supportive services provider. Support services on the site are designed to help residents obtain gainful employment and move on to private housing.    

The development will utilize 80 Project-Based Vouchers (PBVs) administered through the Housing Authority of the City of Austin (HACA), representing a total value of approximately $29.7 million over a 20-year period.   

Additional funding sources include: $4 million from 2018 General Obligation (GO) Bonds, $3 million from 2022 GO Bonds and $1 million from HOME American Rescue Plan (HOME-ARP) program funds through the AHFC RHDA Program.  It also received $11.5 million from Travis County ARPA SLFRF (American Rescue Plan Act, State and Local Fiscal Recovery Funds); $1.75 million in funds from the Federal Home Loan Bank of Dallas; and owner equity of $448,999.

An updated map will reflect current community needs and how Austin has changed.

Performance of Federally Funded Programming for Fiscal Year 2025

Each year, the City of Austin receives federal funding through four grants administered by the U.S. Department of Housing & Urban Development (HUD). In Fiscal Year 2025, from October 1, 2024, to September 30, 2025, the City received approximately $14 million in federal grant allocations that funded various programs. These dollars supported affordable housing, community development, economic development, and public services. Cities that receive this HUD funding are required to develop a Consolidated Annual Performance and Evaluation Report (CAPER) annually to assess the performance of federally funded programs.
