Fitzwater Appoints Hedges as Director of Procurement and Contracting
FREDERICK, Md. – Frederick County Executive Jessica Fitzwater today announced the appointment of Justin Hedges as Director of the Frederick County Division of Procurement and Contracting. The County Council confirmed the appointment today.
“Justin is a highly qualified procurement professional who has exhibited strong technical knowledge and the ability to manage daily operations,” said County Executive Fitzwater. “He is an accomplished leader, and I am confident that under his direction, our team will continue to excel and maintain the highest standards in a highly regulated procurement environment.”
Mr. Hedges brings over a decade of proven experience with Frederick County’s Office of Procurement and Contracting, where he has served as Acting Director since October 2025. During his tenure with the County, Hedges has overseen complex procurement operations, staff development, contract negotiations, and post-disparity study implementation work. He holds national certifications as a Certified Professional Public Buyer and a Project Management Professional.
This appointment ensures continuity in leadership and a smooth transition for the County’s procurement efforts. Prior to his role as Acting Director and Assistant Director, Hedges served as Procurement Analyst for Frederick County.
