UDC amendments continue to move forward. Staff presented to City Council’s B-Session an overview of the process, number of proposed amendments moving forward, highlights of the main amendments allowing council members to ask questions and provide feedback. This item will be heard for consideration and approval at the Council Meeting scheduled for Nov. 3.
Once approved by Council, the amendments will become effective Jan. 1, 2023. During this time, the Development Services Department (DSD) staff will coordinate training sessions in November and December. These classes will be recorded and posted online once available.

2021 All Codes (Sign Code, San Antonio Property Maintenance Code, Building-related Codes)
The San Antonio Property Maintenance Code (SAPMC) and the ICC Codes are scheduled to be heard by City Council on Nov. 10, 2022. Once approved by Council, the amendments will become effective Feb. 1, 2023. During this time, DSD staff will coordinate upcoming training sessions and post online videos to watch at your convenience, once available.
The Sign Code continues to have committee meetings to finalize the proposed amendments and will be heard and considered by City Council early in 2023.

We reached an amazing milestone last month! Today, we officially have over 35,000 registered BuildSA online portal users. Our efforts to make improvements to the online portal that are important to you are continuous and will remain a priority to DSD.
What’s new with BuildSA?
The team has been busy making updates to the online portal based on initial feedback from our Usability Survey. With this last update, we included enhancements to 1) the Address Page that makes it easier to locate an address; and 2) connect users to the staff member who is reviewing your application. The City of San Antonio’s Development Services Department (DSD) hosted the first Alamo International Code Council (ICC) Chapter information meeting on Oct. 5, 2022. One of the main purposes of the local chapter will be to provide networking and training opportunities and Continuing Education Units (CEUs) for DSD staff, participants from surrounding cities, and the development community.
Michael Shannon, DSD Director, opened the meeting with a welcome to all attendees. Sixteen DSD staff members participated along with representatives from the cities of Schertz, Alamo Heights, New Braunfels, and Olmos Park. Other organizations represented included Simpson Strong-Tie, B&B Inspection Services, Port San Antonio, and the Truss Manufacturers Association of Texas.
The agenda covered how the ICC board works with Michael L. Savage, ICC board member, commenting on how San Antonio was a good geographic area for a new chapter. Karla Price Higgs, ICC Vice Present, for membership services was also present by WebEx and provided background information on ICC chapters and how the chapter application process works.
Michael Constantino, Development Services Administrator, discussed the history of the Alamo ICC Chapter development and the board of directors. Six individuals were proposed to fill the board of directors’ positions and will need to be included in the chapter application as well as the proposed by-laws. The application will be sent to ICC in early November to be considered by the ICC Board of Directors at their December 2022 meeting. The board members are as follow:

- Secretary/Treasurer – Sharon Trudeau, City of San Antonio, TX

FY 2023 budget included the creation of a Code Enforcement Apartment Inspection Team with the addition of two Code Officers to focus solely on apartment inspections. In tandem with this, Development Services is creating a new program and ordinance for proactive apartment inspections.
A task force has been created and is actively meeting with the goal of going back to City Council in December and report on progress or on the draft ordinance.

Winter Holiday Inspections:
DSD and the Fire Marshal’s Office will be closed the week of Dec. 26, 2022, in observance of the City Winter Holiday. Both offices will re-open on Jan. 2. 2023, as regularly scheduled, from 7:45 a.m. to 4:30 p.m.
Inspections on Dec. 28 and 29 will be available if scheduled and paid for by 10 a.m., Thursday, Dec. 22. The inspection fee over the holiday break is $100 per discipline (Building, Mechanical, Plumbing and Electrical), per inspection. Note: Online scheduling for inspections will not be available during the Winter Holiday Break. Please call the following numbers to schedule an appointment.

CPS Energy Customer Construction Cost
Our community has seen unprecedented growth over the past few years. Added to that is the rapidly increasing cost for construction and labor due to both growth and inflation over the years. Construction costs on average have risen more than 50% since 2012.
CPS Energy has held flat the customers’ cost for their construction improvements and additions, also known as Contribution in Aid of Construction or CIAC (“Kay-ak”). The basis of the labor and associated cost for construction projects has not increased since 2012. These economic facts and the need to ensure that customers are appropriately investing in that infrastructure have created a need for them to adjust their cost.
CPS Energy will be implementing a 5-phase approach to bring the cost of customer construction up-to-date with 2022 actual costs. These increases will apply only to CIAC invoices generated and delivered to customers after each update has been implemented.
The first increase will be effective Dec. 1, 2022 and will average about 10-12% for the cost of your customer construction costs.
Service & Meter connections to home sites will also have an increase on Dec. 1. These projects follow a different process to help expedite their connections and will have a different implementation timeline as shown in the chart on the right in Figure 1.
Because each project is different, requires different materials and has different labor needs, increases will vary by project. See Figure 1 for an example of the estimated increases and timeframe of future increases.
