
Oak Knoll Flood Risk Reduction
March 2026 Construction Update
Crews have installed new waterlines along Columbia Oaks Drive and Columbia Oaks Court. The first section of the waterline along Oak Knoll was installed as well. Hydrostatic testing was completed to ensure the integrity of the newly installed waterlines. In addition, the wastewater main line was installed in Columbia Oaks Court.
Excavation is underway along part of Woodcrest Drive for subsequent storm drain installation. Next week, installation of the Columbia Oaks Court storm drain will begin. During this time, Columbia Oaks Drive and J. Gregg Cove will have a 24-hour flagger to control traffic. The flagger station will be illuminated between sunset and sunrise.

Water and Utilities:
- We will need to shut off water periodically to complete some of the work for this project. We will leave a notice on the front door of affected homes 48 hours in advance with two exceptions:
- We may briefly turn off water without notice to test valves and equipment ahead of a planned outage.
- There is always the possibility of a temporary, loss of water or other service if a pipe or line is broken. We’ll respond immediately to restore service if this happens. We have done extensive research ahead of time to pinpoint where all the underground utilities are. This should avoid unplanned outages.
- If your residence is to be affected, please consider storing water in a pitcher or bathtub in order to have water supplies on hand during the shutoff. When services are restored, please flush your lines by running a cold-water bathtub spigot and an outside faucet for 10-15 minutes before using other faucets. This rids the system of any natural sediment buildup that may have occurred over the years. It’s helpful to rinse out faucet screens as well.

Project Background:
This project is part of Watershed Protection Department’s Capital Improvement Program. It will improve the storm drain system in part of the Oak Knoll neighborhood to reduce the risk of flooding. The construction budget is $9 million. It includes installing new storm drain pipes and inlets on several roads and easements. It also includes increasing the capacity of the detention pond on Chelsea Moor.
Reminders and Timeline:
- Construction began in fall 2025 and is anticipated to be completed by fall 2027
- Construction hours are:
- Monday – Sunday, 7 a.m. – 7 p.m.
