The City of Pinole is a pro-housing jurisdiction designated by the Department of Housing and Community Development through its commitment to combat the housing crisis by developing policies and programs that support affordable housing in Pinole while supporting the community. Accessory Dwelling Units, or ADUs, can help alleviate the housing crisis by offering more affordable options for renters.
What is an ADU? An ADU is a dwelling unit on the same parcel as a primary single-family or multifamily dwelling and contains complete independent living facilities including permanent facilities for sleeping, living, eating, cooking, and sanitation. They are accessory to the primary dwelling and may be attached, detached or located within a residence.
If you are a homeowner, renter, architect/designer, ADU or Junior ADU owner, we want to hear your thoughts so that we can best support your needs.

Dumpster Day is a FREE EVENT on Saturday, Oct. 11 at 7am for Pinole Residents only! Proof of residency is required. This is not a curbside collection. You will have to unload your own items. One car per household; no trailers and no siderails on pickups. The event ends at 11am or when all 12 dumpsters have been filled – whichever comes first.

SPECIAL CITY COUNCIL MEETING: FINANCE WORKSHOP
A Special Council Meeting is scheduled for Tuesday, October 14th at 5pm, located at the City Hall Council Chambers. Council will be discussing the upcoming Fiscal Year 2028/29 structural budget deficit and funding for the City’s infrastructure needs. The public is welcome to attend in person or via Zoom. PINOLE KICKED OFF THE SPOOKY SEASON WITH NATIONAL NIGHT OUT
The Pinole Police Department’s Halloween-themed National Night Out at Fernandez Park was a huge success, drawing thousands of community members for an evening full of fun, food, and festivities. Families enjoyed games for all ages, a lineup of tasty food trucks set up on the baseball field, and an epic haunted house hosted at the Pinole Senior Center. The night featured energetic dance performances, a great variety of local vendors, and a special flag ceremony performed by Scout Troop 82. Pinole Community TV added to the excitement with their popular Spooky Studio Tours. With perfect weather, the celebration ended under the stars with glow sticks and dancing. On social media, Pinole PD thanked everyone who came out, sharing that “we loved seeing all the creative costumes, big smiles, and awesome community spirit.”

ROAD REPAIR PLANNING UNDERWAY
The City is actively working to try to obtain funding to pay for road projects. While we strategize funding sources, we are preparing the Road Rehabilitation Plan, so that we are poised to get started. Right now, residents can go online to view the Road Maintenance Plan. The Road Maintenance Plan addresses the ongoing work to keep the roads in good shape and is coordinated with the Road Rehabilitation Plan. It identifies the various city zones and associated scheduling of work over a five-year period. The Road Maintenance Plan aims to take a proactive approach in enhancing/replacing deteriorated signage and pavement marking to meet state standards, as well as potholing to be conducted by the City’s maintenance team. This is in addition to regular maintenance efforts citywide based on staff observations and requests of our community members.

RICHMOND SAN RAFAEL BRIDGE (I-580) EASTBOUND DAYTIME LANE CLOSURES
The City of Pinole was notified that beginning Monday, October 13 - Friday, October 17 from 7am-2pm daily CalTrans will be closing the #1 lane and the right shoulder on the lower deck of the Richmond-San Rafael Bridge (I-580), for extensive maintenance work. All work is weather-dependent. Changeable message signs will alert drivers ahead of closures. At least two lanes will remain open during work hours. Motorists should expect minor delays, reduce speed, and plan extra travel time.

UPDATE ON REPUBLIC SERVICES
Since the Bay Area strike that occurred in July, Republic Services has informed the City of Pinole that they are working to finalize the next steps for customers impacted by the service interruption but have not communicated an exact timeline yet. Inquiring Pinole customers can contact Republic Services directly at (510) 262-7100 or chat online. City Manager Kelcey Young is also available to answer questions during her office hours on Thursdays from 3-4pm or via email. If you cannot make it to her office hours, call (510) 954-3468 to schedule an alternate meeting time.

PARKLET AND OUTDOOR DINING ORDINANCE COMING SOON
The City of Pinole Community Development Department is developing a new Ordinance for parklets and outdoor dining. Building on the success of the temporary ordinance adopted during COVID-19, the City is now working to create permanent opportunities that will support local restaurants, welcome more diners, and provide vibrant gathering spaces in the downtown area. COASTAL CLEANUP DAY A BIG SUCCESS - THANKS TO VOLUNTEERS
This year’s Coastal Cleanup Day was a tremendous success, and it’s all thanks to our amazing community! A total of 146 volunteers (96 adults and 50 kids) came together to make a positive impact on our coasts, waterways, and parks. Together, participants collected an impressive 1,118.6 pounds and 533.6 gallons of trash and recyclables.
Highlights from the day included the discovery of the Trashure Hunt Box, which earned one lucky community member a prize from the California Coastal Commission and City of Pinole. We extend special thanks to the Friends of Pinole Creek for their continued partnership and to The Watershed Project for providing supplies and educational materials. Dedicated community volunteers also kept everyone fueled with a delicious barbecue.
Notable achievements included Dave and Will Olsen winning “Most Trash Collected by Volume” with 64 gallons, followed by City Manager Kelcey with 42 gallons. Gayle Turner led the weight category with 120.5 pounds, and the team of Jacob, Nathaniel, Rohaan, and Nicolas collected nearly 100 pounds.
From friendly competition and great food to real environmental impact, the day was filled with community spirit and purpose. Thank you to everyone who participated!

CONTRA COSTA SHORELINE LEADERSHIP ACADEMY
Contra Costa County is looking for residents interested in participating in the Contra Costa County Shoreline Leadership Academy! The Contra Costa County Shoreline Leadership Academy will prepare residents to become local shoreline resilience experts and advisors. No previous experience is required to join.
This is a paid 6-month long program, hosted by the San Francisco Bay Conservation and Development Commission (BCDC). During the program, the Academy will meet every other Saturday from 10 am to 2 pm. During the training, participants will have the opportunity to tour parts of Contra Costa County’s shoreline and be trained by subject matter experts on topics including:
- Community Health and Well-Being,
- Ecosystem Health and Resilience,
- Transportation and Transit,
- Development, Housing, and Land Use,
- Critical Infrastructure and Services,
- Shoreline Contamination,
- Public Access and Recreation, and
- Collaborative Governance, Flood Management, and Funding.
Upon completion of the Academy, each participant will receive a $1,800 stipend and have the opportunity to advise the County on the Contra Costa Resilient Shoreline Plan.

SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
