Q2 2025
On February 24, 2025, the Cheyenne City Council officially adopted the 2024 Cheyenne Downtown Development Authority (DDA) Plan of Development, now available at cheyennecity.org/dda. This forward-looking, living document outlines four core focus areas essential to downtown revitalization:
The plan is designed to be iterative, with regular reviews and updates to ensure responsiveness to community needs and opportunities.

For established business owners and those looking to launch a new venture, the Wyoming SBDC Network offers valuable, no-cost, confidential assistance. Leveraging the first-hand experience of expert advisors located throughout Wyoming, the SBDC can provide tailored support in key areas, including market research, crafting business plans, loans, finances, exiting a business, and more.
Existing business owners can also receive assistance in growing their businesses. The Wyoming SBDC provides tools and expertise to help clients reach the next level of development. For those with innovative ideas, the SBDC offers guidance and resources to navigate the complex process of applying for innovation funding. They also provide support for those interested or involved in government contracting at the local, state, and federal levels.

FUNDS STILL AVAILABLE: Cheyenne DDA COVID Downtown Rental Assistance Program
During COVID, the City of Cheyenne allocated federal funds to the Cheyenne DDA to establish the COVID Downtown Rental Assistance Program. This program provided emergency financial assistance grants to eligible business tenants within the DDA District boundaries.
While COVID seems like a distant memory, the DDA still has funds for eligible downtown business tenants that have experienced an uncontrollable set of circumstances that would otherwise cause the business to permanently close and demonstrate a true need for financial support due to the impact of COVID-19.

Downtown Projects on Connect Cheyenne
The 2024 Plan of Development outlines several City of Cheyenne catalyst projects that the Cheyenne DDA will support. These projects (including the 15th Street Experience, the Reed Rail Corridor, and Pump House Park) will support a vibrant and thriving downtown. .

We Want Your Input
The Cheyenne Downtown Development Authority (DDA) knows that communication hasn’t always been our strongest area—but we’re working to change that.
We’re taking steps to improve transparency, increase engagement, and make sure downtown stakeholders have a voice in what happens here.
Starting this quarter, we’ll include a short feedback survey in every quarterly newsletter. Your responses will help us understand what’s working, what’s not, and where we need to focus.
Surveys are just the beginning. In May, we’ll begin holding weekly satellite working days at various downtown locations. These are informal opportunities to stop by, meet with DDA staff, ask questions, and share what’s on your mind. We’ll also be walking the district on a regular basis to check in with business and property owners directly.
We’re committed to listening and showing up. Let’s work together to support a stronger downtown Cheyenne.

Downtown Cheyenne Market Analysis: Q2 2025
The Cheyenne DDA plays a critical role in fostering a vibrant, economically resilient, and welcoming downtown district through efforts that stop and prevent the spread of property deterioration and blight within the Downtown District. This quarter, we’re focusing on a high-level economic and real estate market analysis of downtown Cheyenne to get a baseline assessment of current property conditions, market dynamics, and investment potential within the DDA boundary.
Throughout the year, we’ll be diving deeper into key priority indicators (KPIs) related to the economic health of downtown to support strategic planning, redevelopment efforts, and investment attraction in alignment with the 2024 DDA Plan of Development.→See the full article.
