Asheville City Council Approves Changes to Micromobility Ordinance

Asheville City Council approved updates to the City’s micromobility ordinance at their regularly scheduled meeting on August 26, 2025, paving the way for expanded use of personal micromobility devices within City limits. These changes are part of a broader effort to provide safe, affordable, and accessible transportation options for all who travel in and around Asheville.

Micromobility refers to any small, low-speed, human- or electric-powered transportation device, including bicycles, scooters, electric-assist bicycles, electric scooters (e-scooters), and other lightweight wheeled conveyances.

Previously, e-scooters were prohibited on public streets, and skateboards, roller skates, and other “coasters” were banned on streets and sidewalks in business districts. With the newly adopted ordinance updates, personal micromobility devices are now permitted in designated bike lanes and other applicable transportation facilities throughout the city.

College Patton Improvements Project Planned for Early 2026 Construction 

After a pause on the College Patton Improvements Project in the aftermath of Tropical Storm Helene, the City of Asheville has posted a bid to advertise and select a construction firm to execute this project. On this timeline, construction would begin in early 2026. 

The College Patton Improvements Project will implement enhancements on sections of College Street and Patton Avenue in the core of Downtown Asheville with the goal of improving safety and accessibility for all users of the streets and users of the wider City transportation network. The project area specifically includes College Street between Spruce Street and Pritchard Park and Patton Avenue between Pritchard Park and Biltmore Avenue. Improvements will include the following: 

  • Pedestrian ramp improvements

  • Resurfacing and restriping of streets (in the Focus Area noted in the image below, striping will include buffered bike lanes, high-visibility crosswalks, and dedicated space for delivery vehicles)
