HIGHLIGHTS FROM COUNCIL
Several presentations (a total of 5) took place during Tuesday's meeting. Superintendent Cheryl Cotton of the West Contra Costa County Unified School District gave a presentation, which included information about the WCCUSD Parcel Tax. Superintendent Cotton explained that West Contra Costa voters first passed a 7.2 cents per square foot parcel tax in 2004 to avoid classroom level budget cuts, and that this local tax was reapproved by voters in 2012 and 2016.
Caltrans Public Information Officer DeNise Harding presented details about the upcoming Appian Way Overcrossing Closure, with a 55-hour full weekend closure starting Friday, November 13th. Following this initial closure, she explained that the long-term closure would be in effect Monday, November 16 at 4am with the Southbound Appian bridge closed for repairs and the Northbound side open for two-way traffic, one lane in each direction. Anticipated project completion is Spring 2027 with all work dependent on the weather.
The Department of Labor Relations delivered a presentation on wage theft laws, providing data spanning a broad timeframe. Councilmembers asked several questions and requested more detailed, industry‑specific information. The Council directed staff to return with costing estimates to help evaluate potential next steps should an ordinance be considered.
Public works Director Matthew Brown gave a concise report on the progress of the Pavement Rehabilitation Project, which has already nearly completed rehabilitation of over 1.65 miles of roadways on Shea Drive, Pinole Valley Road, and Marlesta Road, drastically improving the Pavement Condition Index (PCI) of those roads. Improvements included raised crosswalks, speed bumps, fresh striping, a flashing beacon crosswalk and ADA curb ramps.
CLIMATE ACTIONS
Council accepted a $245,500 grant awarded by BAAQMD Charge! to support the installation of new electric vehicle charging infrastructure citywide. This funding will cover the installation of one Level II charging station with two ports at the Public Safety Building, four additional Level II stations at either Louis Francis Park or Meadow Park, and the entire local match required for the City’s MTC-funded chargers at Bayfront Park, the Pinole Senior Center, City Hall, the Pinole Swim Center, and the downtown public parking lot near the Farmers’ Market. Altogether, the combined projects will deliver multiple new grid‑connected Level II chargers with dual ports and nine solar‑powered off‑grid canopy chargers, significantly expanding public EV charging access throughout Pinole.
The City Council adopted a resolution approving the consolidation of previously awarded sea level rise planning funds with Contra Costa County’s OPC grant to create an amended scope and expanded budget for a multijurisdictional Subregional Shoreline Adaptation Plan (SSAP) covering Pinole, Hercules, Martinez, Pittsburg, Antioch, and Oakley. This coordinated approach is intended to improve efficiency, satisfy grantor requirements, and optimize funding use. Staff from Pinole and Hercules worked closely with the County and OPC technical team to ensure the City’s priority elements remain intact, discussing concerns about maintaining product quality, ensuring participation from key partners such as SFEI, the Lisjan Nation, and community-based organizations, and securing adequate staff compensation.
The City continues to advance its decarbonization efforts under the Climate Action & Adaptation Plan. At its October 20, 2026 meeting, the City Council approved reserving $131,000 in rebates from Marin Clean Energy (MCE) to replace aging gas water heaters with high‑efficiency heat pump systems at the Public Safety Building, the Swim Center, and the Senior Center. At its November 3, 2026 meeting, the Council will hold a public hearing to award contracts for these water‑heater replacements. On the same date, the Council will also conduct public hearings to consider an energy services contract and PG&E On‑Bill Financing to support LED lighting upgrades at City Hall and the Public Safety Building.

PREPARE FOR EL NIÑO
El Niño can bring wetter and more intense winter weather to California, including periods of heavy rain, strong winds and flooding. With the 2026–27 El Niño season expected to bring an increased risk of severe weather, now is a good time for Pinole residents to prepare. Start by clearing leaves and debris from gutters, storm drains and other drainage areas around your property, and check for places where rainwater could collect. Residents should also prepare an emergency kit with food, water, medications and other essentials, and know where they would go and how they would get there if an evacuation becomes necessary. Lastly, it is important to know your home's flood risk and have insurance coverage. Go to Floodsmart.gov to learn more, or check with your homeowner insurance policy to find out if you're covered.
Staying informed is another important part of storm preparedness. Pinole residents can sign up for Contra Costa County’s Community Warning System at [link] CWSalerts.com to receive emergency alerts and follow the City of Pinole on social media and subscribe to The Pulse for City updates and information during severe weather. Residents can also monitor local rainfall and flood conditions through Contra Costa County’s flood resources [link] ccflood.us/raintable.html. For additional safety information, never drive through floodwater and always follow instructions from local emergency officials.
Sandbags
If your property is at risk of flooding, the City of Pinole offers sandbags on a first-come, first-served basis, while supplies last, at the Plum & Peach Streets Public Parking Lot off Tennent Avenue. The City will stage sand and sandbags in the public lot at the end of Plum Street, consistent with past practice. Sand is only provided when weather conditions indicate a risk of flooding. Specifically, when forecasts predict more than 0.5 inches of rain over two to three consecutive storm events—creating a saturation event—the City will make sand and sandbags available at the Plum Street location. They will also be provided when a King Tide is expected to coincide with storm activity.

CONTRA COSTA COUNTY SUPERIOR COURT IS CHANGING JURY SERVICE MODEL
Beginning January 4, 2027, the Contra Costa County Superior Court will transition to a weekly jury summons model. Residents will be summoned for jury service less often under this new model, which is projected to reduce the number of jurors summoned each year by approximately 20%. The change also eliminates midday call-ins. Instead, jurors will know the day before whether they need to report. The first summonses under the weekly model will be mailed beginning November 9, 2026. Residents will now be summoned for a full service week rather than a single day. They must check reporting instructions by 5:00 p.m. each court day and continue checking until the week ends. If they are never asked to report during that week, their service is considered complete, and they will not be summoned again for at least 12 months. For more information call (925) 608-1001 or visit [link]: http://contracosta.courts.ca.gov/jury

FREE COMPOST AVAILABLE YEAR-ROUND
The Public Works Department is pleased to announce the establishment of a new compost hub for residential use. The hub is located in the parking lot adjacent to the Pinole Valley Park baseball field. This compost hub was created in cooperation with neighboring local agencies to support compliance with State composting law, SB 1383, which requires the reuse of organic materials. Items such as yard clippings, brush, tree trimmings, and food waste collected in residential green carts reduces the amount of material sent to landfills. Once collected, these materials are locally processed into nutrient‑rich compost suitable for planting, soil enhancement, and a variety of gardening needs. The compost is free for all residents and available on a self-serve, first‑come, first‑served basis. The hub will be restocked as needed to maintain a consistent supply. Contact Public Works if you have any questions.
