HIGHLIGHTS FROM COUNCIL
At its March 3, 2026 meeting, the Pinole City Council issued five proclamations to honor: Prescription Drug Awareness Month, American Red Cross Month, Developmental Disabilities Awareness Month, Multiple Myeloma Awareness Month, and honored Fire Chief Lewis Broschard Upon His Retirement.
Fire Chief Broschard was appointed Fire Chief of Contra Costa Fire Protection District (Con Fire) in 2019, and has since then expanded the delivery of 911 emergency ambulance services, increased wildland fire programs and resources to include a firefighting helicopter, a Type 2 Hand Crew, staffed bulldozer and more. Fire Chief Broschard was instrumental during the transition of Pinole Fire Department to Con Fire in March 2023, where Fire Station 74 was reopened and the city began its fire services contract with Con Fire. The City of Pinole thanks him for his commendable service and wishes him a very happy retirement.

Residential Health and Safety Rental Inspection Program
The City is modernizing its Residential Health and Safety Rental Inspection Program with a new online platform and the addition of a full‑time Housing Inspector to provide consistent, high‑quality service. To encourage rental property owners to enroll early, the City is offering a temporary waiver of the enrollment fee for those who register between April 1 and May 31, 2026 -- making it easier and more affordable to transition into the updated system. Program fees have also been revised to ensure full cost recovery, meaning the Program will be fully funded by inspection fees rather than the General Fund. These updates are designed to make compliance simpler for property owners while strengthening the City’s ability to ensure safe, well‑maintained rental housing.
City Council Waives First Reading and Introduces Zoning Code to Prohibit New Service Stations
The City Council has approved comprehensive updates to Pinole’s Zoning Code and Three Corridors Specific Plan that prohibit new fossil‑fuel service stations, allow for existing service stations to continue operating as existing nonconforming uses, establish updated standards for operating and modifying existing legal nonconforming stations, and create a new use category for alternative‑fuel stations aligned with the City’s Climate Action and Adaptation Plan. These changes support cleaner transportation options, reinforce public health and safety goals, and ensure consistency with state climate policies. During the discussion, questions were raised about the Appian 80 Shopping Center, which had a previously approved entitlement for a gas station which lapsed; community members can read more details and review the developer’s press release for clarification.

CITY OF PINOLE WELCOME INTERIM CITY MANAGER GARRETT EVANS
The City of Pinole is pleased to announce the appointment of Garrett Evans as Interim City Manager, starting on March 9, 2026. Evans brings over 29 years of public service experience in municipal government, including six years as City Manager for the City of Pittsburg, California, before his retirement in September 2025. He holds a master’s degree in public administration with a concentration in intergovernmental management. PUBLIC SAFETY BUILDING ROOF REPLACEMENT PROJECT BEGINS
Construction is underway from March 2 through April 6, 2026, to replace the aging 1998 roof on the Public Safety Building after a 2022 inspection identified deterioration and risk of failure. This important upgrade will install a modern, energy‑efficient roofing system that meets current safety standards and protects this critical facility for years to come. Funded by the Measure S Fund, the Growth Impact Fund, and the Public Facilities Fund, the project is part of the City’s broader Roof Repairs and Replacement Program. During construction, pedestrians should follow detour signs as sidewalks along Tennent Avenue and Plum Street will be temporarily closed, though two‑way traffic will be maintained with flaggers as needed. The public parking lot on Tennent Avenue will close only on designated loading and debris‑removal days, and fire and emergency access will remain available at all times. Drivers are encouraged to travel cautiously through the cone zone and allow extra time for potential delays. PUBLIC WORKS COMPLETES PAVING AT PINON AVENUE
Public Works completed follow-up road repairs last week at the intersection of Pinon Avenue at Hutchinson Court, as well as on Zoe Court and Ramey Court. A specialized pavement contractor was brought in to perform the pavement repairs. It should be noted that a compaction testing was carried out as part of the repair work at the intersection of Pinon Avenue/Hutchinson Court to ensure mitigating impacts of the water line breakage that occurred while the adjacent sewer line was being replaced. Since Orleans Drive was recently repaved, Public Works took extra precautions to protect the new pavement form any potential damage. Thanks to the careful diligence of the project team, this area is fully repaired, solid and ready to face future rains for years to come!

CARQUINEZ BRIDGE REPAIRS CONTINUE
Caltrans continues essential weld inspections and steel plate repairs on the Carquinez Bridge to ensure long‑term structural safety, with eastbound I‑80 lane and ramp closures expected through March 2026. Work includes a full closure of the Pomona St./San Pablo Ave on‑ramp and periodic lane closures in the eastbound direction, occurring overnight on weekends and during early‑morning to midday hours Monday through Thursday. All work is weather‑dependent, and drivers should anticipate minor delays, plan ahead, and use caution in the work zone. Caltrans thanks the public for its patience and encourages travelers to check 511.org or Caltrans QuickMap for real‑time traffic updates.

The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. CWS alerts you through phone calls, text messages, email, the sounding of sirens, this website, and social media, when a potentially life or health-threatening hazard requires you to take action. You can also receive alerts from the CWS through the City of Pinole mobile app.
YOUTH PROGRAMS
The Community Services Department is excited to offer a variety of engaging sports and enrichment programs for youth ages 3–12! Offerings include family yoga and soccer providing opportunities to build strength, confidence, creativity, and teamwork. Programs take place at the Senior Center. Registration is required for all offerings and is now open at www.pinolerec.com.
CONCERTS AND MOVIES SURVEY 2026
The Community Services Department is currently planning for the summer series filled with concerts and movies which will take place on select Thursdays and Fridays at Fernandez Park. Complete our survey and vote for your favorite movie and music genre you would like to see featured. The survey will be available February 28, 2026.

FOOD BANK DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce, on bag per household. The next drive-thru distribution is Monday, March 9, 2026, from 9-10am (or as long as supplies last) at the Pinole Senior Center. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.

The City of Pinole is recruiting applications to fill a vacancy for a trustee representing Pinole on the Contra Costa County Mosquito and Vector Board.
Qualifications: applicants must be a Contra Costa County taxpayer minimum voting age of 18 years, a registered elector in the city of pinole, with interest in any of the following areas: public health, public policy, wetlands, farming, community education, finance, personnel or land development.
Term: 2 years
Duties: attend board of trustees’ meetings on the 2nd Monday of every other month (January, march, may, July, September, & November) at 7 pm at the district offices, 5750 Imhoff drive suite I, Concord, CA.
