2025 4% Resolutions Request Form now available- NEW process updates
Developers who intend to submit a 2025 application for 4% Low-Income Housing Tax Credits may request a resolution from Austin City Council by submitting a 2025 Request for City of Austin Resolutions & Other Requirements form. This form and associated summary sheet is available on the Housing Department’s Federal and State Funding webpage under the “4% Tax Credit Applicants”.
Applications that do not yet have a Certificate of Reservation from the Texas Bond Review Board may apply for council consideration on a quarterly basis. The 2025 review schedule is as follows:

Applications that have both an Inducement Resolution and a Certificate of Reservation will be reviewed on a rolling basis. To ensure that resolutions are approved and executed ahead of TDHCA Board Meeting deadlines, please submit the application to Housing Department Staff as early as possible once a reservation is imminent. Deeply needed permanent supportive housing, The Roz, begins construction

More supportive housing breaks ground as the city works to address affordable housing, homelessness
We are excited to announce the financing of the latest affordable, supportive housing residence, The Roz. Once constructed, the residences will sit on 1.65 acres located at 3435 Parker Lane in District 3 on the city’s Southeast side, directly adjacent to Mabel Davis District Park and within a half mile of an Imagine Austin Center. The Roz will serve individuals experiencing chronic homelessness or who are at risk of homelessness. Its development is the result of a collaboration between SGI Ventures and the Austin Housing Finance Corporation. SGI Ventures is a developer and tax credit and private activity bond consultant. It has been active in the affordable housing industry since 1996 and has developed over 1,000 affordable units.

Ribbon cutting held for new 55+ residence, Ekos City Heights

South side affordable housing community includes permanent supportive housing units
We are thrilled to share the opening of the Ekos City Heights apartments, located in District 2 on the city’s South side, at 4400 Nuckols Crossing Road. The new residences are the result of a collaboration between McDowell Housing Partners, and the Austin Housing Finance Corporation (AHFC). Asset Living will serve as the property manager. All of the property’s 179 units are income-restricted and will consist of one and two bedrooms. Ten of the total units will be permanent supportive housing (PSH).

Bungalows at Century Park welcomes new tenants in November

All 60 units will serve as permanent supportive housing for those exiting homelessness
We are excited to share the opening of the Bungalows at Century Park at 13311 Burnet Rd., on the city’s north side, in District 7. The new residence offers housing for single adults experiencing chronic homelessness and a disabling condition in Travis County. The opening of this community adds to the City’s growing roster of permanent supportive housing (PSH) and its goal to increase the number of much needed PSH units.

Planning Department | Austin City Council Adopts Equity-Based Preservation Plan
For the first time in more than 40 years, the City of Austin has established a comprehensive new vision for preserving historic buildings citywide, while honoring the rich cultural heritage of its diverse communities. The Equity-Based Preservation Plan includes 14 goals and 107 recommendations. The plan aims to honor Austin’s complex history, safeguard cultural assets like legacy businesses and murals, and use preservation tools to prevent displacement and promote sustainability. It emphasizes broader community participation in heritage preservation and provides guidance on identifying and preserving important places, supporting the stewards of historic properties, streamlining reviews, and enhancing protection of historic resources. The Equity-Based Preservation Plan is expected to span ten years, with a substantial update at the five-year mark. Implementation will begin immediately, led by the Planning Department in collaboration with other City departments and community partners. A dashboard to track progress on the plan will be publicly launched in January 2025.

Austin Water | Austin City Council Adopts Plans to Meet the Community's 100-Year Water Needs
Austin City Council adopted the 2024 update to Water Forward--Austin’s Integrated Water Resource Plan, which supports a sustainable and equitable water future for Austin’s next 100 years. Revisions to Austin’s Water Conservation Plan and Drought Contingency Plan were also adopted by Council and will complement the strategies in the Water Forward Plan.
The updated 2024 plan builds upon the strategies from 2018 and incorporates the latest technical analysis and modeling, as well as extensive input from the community. The plan development process was led by Austin Water with support from the Council-appointed Austin Integrated Water Resource Planning Community Task Force. In addition, Austin Water convened a Climate Technical Advisory Group to provide subject matter expertise, obtained technical support from the University of Texas at Austin to develop climate projections, and retained a consultant to review its water loss program. A Community Ambassador Group facilitated broader participation from historically underrepresented communities in the plan’s Equity and Affordability Road Map. Development Services Department | Participate in a Feedback Session about the HOME Experience
The City of Austin has made a series of code amendments to the City’s Land Development Code (LDC), known as the HOME amendments. The goal of these changes is to provide more housing types and increase housing supply within single-family zoned areas of Austin. This year, The City of Austin created an interdepartmental task force to improve the development process and accessibility to utilize HOME. The HOME Task Force invites you to share your experience with the HOME development process, designed to provide more housing types and increase housing supply with in single-family zoned areas of Austin.

HOME Phase 2 Regulations Now in Effect for All Austin
HOME Phase 2 regulations, which adjust standards for residential development on single-family lots, are now in effect throughout Austin. This includes residential properties within the Wildland-Urban Interface and areas affected by, or vulnerable to, displacement. The ordinance, which the Austin City Council approved in May, became effective in those areas on Nov. 16. At an upcoming meeting, the City Council will consider changes to infill plat regulations, which could also shape applications under the HOME amendments. We will continue to keep our HOME Amendments webpage updated with information on current regulations.
