City Council approved 191 UDC amendments on Nov. 3, 2022, which will take effect on Jan. 1, 2023.

Development Services hosted 14 training sessions in November for both internal and external customers to train on the changes coming to the UDC. To view recorded sessions, visit our video library.

City Council approved the proposed 2021 ICC Codes on Nov. 10, 2022. The new building-related amendments will go into effect on Feb. 1, 2023, and the SAPMC amendments will go into effect on Feb. 9. To learn about the significant changes, visit our video training library.

The City of San Antonio (COSA) Development Services Department (DSD) uses e-mail communication as an important source for public information regarding:

As a subscriber to these services, we want to inform you that e-alerts will now be sent through SASpeakUp. The SASpeakUp portal is your one-stop website to participate in City meetings, surveys, events and more.

We will be transitioning our contacts (that's you!) to this new platform soon. No action is needed on your part, but please note that emails from DSD will look a little different.

With SASpeakUp, you can create an individual profile, customize notifications received from all COSA Departments, manage which alerts from DSD you would like to receive, and even sign up to receive text message notifications.

To set up your SASpeakUp Portal account preferences, follow these easy steps to get started:

  1. Visit saspeakup.com/ 
  2. Click the blue “Sign-up” button to create an account.
  3. Follow instructions to confirm your email address.
  4. Sign back in. 
  5. Click the blue “View Profile” button.
  6. Scroll down to the Subscriptions section. Here you can sign up for various topics from COSA Departments, including DSD. Be sure to click the gray “Customize” button to see all of the topic options. 
  7. Once you’re in the drop-down section, you’ll see you can sign up for email and text notifications for those topics.

At any time, you can visit saspeakup.com to view public hearing notices, see upcoming public input opportunities, and participate in surveys for COSA projects.


It is now easier to apply for a new or renew your Short Term Rental (STR) permits!

On Nov. 20, we started the transition to BuildSA to increase efficiency in the permitting process. We have created step by step guides and updated the STR fact sheet to help in the application process. For additional information, please visit our website.

DSD hosted the Fall 2022 San Antonio Building Codes Academy (SABCA) training sessions on Oct. 27 and 28, focusing on Significant Changes to the 2021 International Residential Code (IRC) at the Henry B Gonzalez Convention Center. The Significant Changes for the IRC were taught by Sandra Hyde, Managing Director for Product Development for the International Code Council (ICC).

The department also hosted a second set of courses on Nov. 1 and 2 with training on the Significant Changes to the 2021 International Fire Code (IFC) at the Northeast Service Center (Tool Yard). Terrell Stripling, a seasoned instructor with 20 years of fire-service experience taught the latest on the updated Fire Code.

This fall’s SABCA training provided 315 staff and customers with Continuing Education Units (CEU) from ICC. Each course was offered twice and generated six CEUs for each attendee. Attendees from various organizations and surrounding areas including New Braunfels, Uvalde, Cibolo and even as far away as Corpus Christi attended the sessions.  Organizations such as Waxler Fire Protection Engineering, Judson ISD, Monticello Customs Homes and others also participated at this year’s training classes.

In line with the City holiday schedule, DSD will be closed as follows:  

Winter Holiday Inspections:
DSD and the Fire Marshal’s Office will be closed the week of Dec. 26, 2022, in observance of the City Winter Holiday. Both offices will re-open on Jan. 2. 2023, as regularly scheduled, from 7:45 a.m. to 4:30 p.m. 

Inspections on Dec. 28 and 29 will be available if scheduled and paid for by 10 a.m., Thursday, Dec. 22.  The inspection fee over the holiday break is $100 per discipline (Building, Mechanical, Plumbing and Electrical), per inspection. Note: Online scheduling for inspections will not be available during the Winter Holiday Break. Please call the following numbers to schedule an appointment.

  • Fire System Inspections - (210) 207-8410 (Fire Inspection fee is $82.40/hour with 2-hour minimum.)

Holiday Recordation Schedule:
In line with the holiday closures, the last day for Recordation and Plat Recordation for the year will be Dec. 23, 2022. As such, the deadline is Dec. 22 by noon. The first day for Plat Recordation in the New Year, 2023, will be Jan. 6, 2023.
