6 Affordable Housing Proposals Receive Support from Austin City Council for Competitive LIHTC Funding Applications

We are pleased to announce that six local affordable housing developments have received resolutions of support from the Austin City Council to apply for 9% Low-Income Housing Tax Credits (LIHTC) from the State of Texas.     

Typically, the competitive process begins in January and awards are made by the TDHCA in July. To be eligible for the 9% LIHTC, developers are required to obtain a supportive resolution from the City Council as part of their application. City Council resolutions are submitted with each development’s tax credit application to the TDHCA, and the TDHCA will determine which proposed developments will receive an award of LIHTC funding.    

Proposed developments will bring over 400 new units across 5 districts

The six developments that received a resolution of support are:  

  • Rowen Vale (District 9) 

  • The Lenora (District 5) 

  • The Maven (District 4) 

  • Residences at Springdale (District 1) 

  • Jordan II (District 9) 

  • Sunflower Apartments (District 4). 

Projects that receive this award must meet eligibility for at least 30 years after project completion, with awarded projects typically electing to provide 45 years of affordability, keeping rental units rent-restricted and available to low-income tenants. Once this period ends, the properties remain under the control of the owner. Developers applying for the 9% tax credits must meet a series of criteria that are set by both the city and the state.    

 

 

Austin Habitat for Humanity- City Partnership Remains Committed to Providing Affordable Housing

Austin Housing, in partnership with Austin Habitat for Humanity (Austin Habitat) and the Housing Authority of the City of Austin (HACA), is proud to announce the development and preservation of two additional affordable housing communities: Prospect Heights in District 1 and Persimmon Point in District 2. Together, these communities will deliver 138 homeownership units for income-qualified Austinites earning at or below 80 percent of the Median Family Income (MFI). Additionally, the Whisper Valley began construction in October 2025 during the Jimmy & Rosalynn Carter Work Project.

Construction for Prospect Heights was completed in January and included intentional displacement prevention efforts to target potential homebuyers with longstanding family ties to the city. Persimmon Point is expected to be completed in November of this year. 

 

 

Juniper Creek Apartments Ribbon-Cutting Ceremony: Celebrating the Launch of More Affordable Housing

We celebrated the opening of Juniper Creek, a 110-unit affordable multifamily rental housing community for households earning 30% to 60% median family income (MFI). Located in District 7 at 11630 North Lamar Boulevard, the apartments offer one-, two-, and three-bedroom units with access to a food pantry, learning center, and on-site services for families, veterans, seniors, and people with disabilities.   

Juniper Creek, developed, owned, and managed by Foundation Communities (FC), is located within three areas specified in the Austin Strategic Housing Blueprint: North Lamar Mobility Bond Corridor, Braker Lane/Blue Goose Imagine Austin Corridor, and the Lamar Boulevard Imagine Austin Corridor. The property is also adjacent to FC’s Laurel Creek Apartments and is in a transit-connected area in North Austin, with two bus stops within 500 feet of the apartments.

Juniper Creek received $6.6 million from AHFC through the Rental Housing Assistance Development (RHDA) Program for pre-development and construction costs. The property also received $9.5 million from Travis County, nearly $5.1 million in private funding, and $1.75 million from Federal Home Loan Bank (FHLB) Dallas. Additionally, the development secured a 4% Low-Income Housing Tax Credits (LIHTC) award from the Texas Department of Housing and Community Affairs (TDHCA). LIHTC is a federal program enabled by the Internal Revenue Service (IRS) and allocated to each state. In Texas, the TDHCA administers tax credits. The site also participated in the Affordability Unlocked Development Bonus Program and S.M.A.R.T. Housing.

In December we shared details about updates to our Opportunity Map, a tool that helps guide where we build affordable housing. We're excited to announce that the University of Texas was selected as the consultant research team to lead the project. They will be conducting focus groups in the coming months, which will help shape the process. Austin Energy | Contractors, Builders and Developers Open House on April 9

The Contractors, Builders and Developers Open House on April 9 provides community members with a valuable opportunity to connect with City of Austin staff involved in the development process. This meeting will unite teams from Austin Energy, Austin Development Services and Austin Technology Services in one convenient location.

Austin Planning | Citywide Density Bonus Program Proposal Coming Soon

City staff plans to propose a new Citywide Density Bonus Program to encourage creation of affordable housing. The Austin City Council asked staff in 2025 to update density bonus programs citywide, including Density Bonus 90 (DB90) and Vertical Mixed Use (VMU). The code amendments would grant additional entitlements, including different tiers of heights, in exchange for income-restricted affordable housing. The proposal will address new state legislation and previous feedback on Phase 2 of the ETOD Overlay and other programs. A draft will be available on the project website in March, with City Council consideration anticipated in May. Austin Water’s Water Efficiency Audit Rebate helps commercial, industrial, and institutional (ICI) customers with the cost of an audit to identify potential water and cost savings. 

Austin Water’s Bucks for Business rebate program is a custom, performance-based rebate that offers up to $100,000 to Industrial, Commercial and Institutional customers to help with costs for installing water-efficient equipment, process upgrades, or alternative water systems that use reclaimed treated municipal wastewater or alternative onsite water to meet non-potable water demands.
