Pause on Data Center Development
The news: On July 1, I announced a temporary pause via executive order on new data center development in Frederick County. I also signed a second executive order aimed at increasing transparency around data center energy usage. In addition, Frederick County is restarting negotiations on a community benefit agreement related to the Quantum Frederick campus.
Why it matters: While the Maryland Supreme Court has ruled that the zoning ordinance cannot go on the ballot, the level of engagement and the number of residents who signed the referendum tells me that many in our community, like communities across the country, have real concerns about how data centers will affect us. This pause will give us time to respond to those concerns and consider the findings of the State’s report.
More details: Frederick County is committed to rebuilding trust, continuing to provide transparent information about data centers, and negotiating a community benefit agreement that maximizes opportunities for the community. Provide Input on the Community Reinvestment and Repair Fund
The news: You are invited to share feedback that will help shape how Frederick County invests funding from the Community Reinvestment and Repair Fund (CRRF). The CRRF is a state program that directs cannabis tax revenues and conversion fees back into the communities most impacted by past cannabis prohibition.
Why it matters: This funding represents an important opportunity to make meaningful investments in neighborhoods that have been disproportionally impacted by enforcement of cannabis laws. By centering resident voices, the program ensures that reinvestment aligns with real community needs and advances equitable outcomes.
More details: A public meeting will be held on July 13 from 6 to 8 p.m. at Butterfly Ridge Elementary School. You can also drop in at one of two public information sessions at the C. Burr Artz Library to share comments with Frederick County Government staff. The first session will take place on Thursday, July 16 from 12 p.m. until 4 p.m. and the second session will take place on Saturday, August 1 from 10 a.m. until 1 p.m. Learn more and provide written comments online at www.FrederickCountyMD.gov/CRRF.
Values Act Legislation
The news: I recently shared steps that Frederick County Government has taken to establish protocols for staff interactions with federal immigration enforcement and announced new legislation titled the Values Act. This legislation, sponsored by Council Vice President Duckett, affirms Frederick County’s longstanding commitment to supporting and protecting the immigrant community. We were also joined by Council Member Knapp for the announcement.
Why it matters: Frederick County is a community where everyone should feel safe seeking services, participating in public life, and being part of what makes our county strong. This proposed legislation reflects efforts we have already put into practice. The only way we can fulfill the Livable Frederick vision of a vibrant and unique community where people live, work, and thrive while enjoying a strong sense of place and belonging is if we stand alongside our immigrant neighbors.

Transit Services Announces New Route Improvements
The news: Transit Services of Frederick County is introducing new and improved bus service to strengthen connections and expand access for riders throughout Frederick County. These service changes took place Monday, July 6.
Why it matters: These enhancements are crucial for ensuring that everyone in Frederick County has reliable access to jobs, healthcare, and community resources. By strengthening connections and expanding service, we’re making it easier for residents to stay engaged and connected with one another.

Apply for the Agricultural Land Preservation Program
The news: The Frederick County Agricultural Land Preservation Program is now accepting applications for the Installment Purchase Program (IPP) until September 1.
Why it matters: The Installment Purchase Program has been a cornerstone of Frederick County's farmland preservation efforts for more than two decades, helping farm families protect their land while planning for the future. With increased easement values and the new payment option for properties within our Priority Preservation Areas, we're making this successful program even more responsive to the needs of our agricultural community.
