Rental Fee Transparency
The Rental Fee Transparency Ordinance (20260528-045) was approved by the Austin City Council on May 28, 2026, requiring housing providers with five or more residential units to give prospective tenants a written, itemized list of all mandatory, optional, and estimated variable fees before quoting rent or accepting applications. The goal is to help renters understand the full cost of living in a unit and avoid unexpected charges. All rental advertisements must include the cost of rent and any recurring fixed fees.

AHFC & AHPFC Partnership Criteria
Austin Housing recently updated the criteria and applications for partnering with the Austin Housing Finance Corporation (AHFC) and the Austin Housing Public Facility Corporation (AHPFC) for ad valorem tax exemptions. These partnerships support the creation and preservation of affordable rental housing by pairing mission-aligned developers with the City’s housing finance tools.
Updates include partnership goals, affordability expectations, tenant protections, and a two-step application process. These updates reflect legislative changes, advocacy insights, and institutional knowledge, and aim to position the next generation of AHFC and AHPFC partnerships for enduring success.
Updated criteria, applications, and related guidance are now available on the AHFC & AHPFC Partnerships webpage. Developers considering a partnership must review those materials before submitting a proposal.

Citywide Density Bonus Applicant Guide
Austin Housing has released the Citywide Density Bonus Applicant Guide.
City Council approved the creation of new density bonus combining districts through Ordinance No. 20260521-056. The Citywide Density Bonus Program offers additional building height, modified site development standards (including compatibility), residential land uses, and some non-residential land uses, in exchange for community benefits, including affordable housing. Developers interested in developing under the Citywide Density Bonus Program must first seek zoning approval. Austin Housing staff are available to discuss the program in a pre-application meeting. Architectural Barrier Removal Program NOFA Extended
The Austin Housing Finance Corporation (AHFC) announces an application extension of $1,191,824 in funding for the Architectural Barrier Removal Program through October 15, 2026. AHFC is currently seeking proposals from experienced non-profit organizations to provide repairs that modifies or retrofits the living quarters of eligible, low-income elderly and disabled homeowners.
Eligible NOFA applicants should be non-profit organizations that have experience with home repair services. Organizations must have an active Franchise Tax Account Status from the Texas Comptroller of Public Accounts, and they should not be on the City of Austin’s debarment list.

Are you a developer or property owner who uses density bonus programs?

City staff are compiling a report on the experiences of developers and property owners who use certain density bonus programs and may be required to comply with tenant and business protections if redeveloping an existing building.
These protections, found in Austin’s Code of Ordinances Chapter 4-18, Article 2, provide financial support to tenants and operators of certain businesses or services, and help ensure that affordable housing opportunities and non-residential spaces remain available after redevelopment.
