Setting the Path: Draft Council Resolution
The objective of the ADAH project is, through best-practice engagement, to identify and implement actions to address affordable housing challenges and minimize displacement. To that end, staff has considered feedback from months of meetings, conversations and work sessions with key stakeholders, and the review of benchmarked cities to draft a resolution for Council consideration.
The Resolution, if adopted, would help to set clear direction for the City Manager to guide the work of staff in maintaining focus on meeting the objectives of the ADAH project.
City Council will consider the resolution at its July 28, 2026 meeting.
Informed Decision-Making: Displacement Risk Assessment Tool
The Displacement Risk Assessment Working Group meets twice a month to work on collaborative development of a Displacement Risk Assessment Tool. So far, their work has produced a draft risk assessment map and they are beginning to work on a draft scoring rubric.
As work continues to refine the tool, it will ultimately provide decisionmakers with a data-driven approach to objectively identify two basic conditions:

How vulnerable is an area to displacement and development pressure?

What are current market forces doing to the area?
Based on these conditions, mitigation strategies, policies and anti-displacement protections can be tailored to an area.

Displacement Mitigation Strategies: Affordable Housing Programs & Policies
Home repair funding has been identified as a growing need in our community and an effective anti-displacement strategy, especially for older residents who wish to remain in their homes despite rising costs of living.
After months of work and with community input from the Affordable Housing Advisory Committee (AHAC), a draft Home Repair Policy will be presented for Council votes at the July 28 City Council meeting. Also scheduled for consideration are amendments to the Housing Trust Fund Policy, which will be reviewed in August by AHAC, the Housing and Community Development Committee and City Council at their August 25 meeting. These proposed changes include Homeownership, Land Acquisition and Down Payment Assistance updates.
