Greetings Pinole!
As we move through February, I’m excited to share how our City team is continuing to build momentum in 2026! This month we will be kicking off budget season to strategically plan how the City of Pinole will use financial resources to best serve the community in Fiscal Year 2026-2027. If you’re interested in taking a look at our budget in an interactive way, I encourage you to check out the Pinole Budget Dashboard, where you can easily see the City’s revenues and expenditures in real-time. We are a step closer to recruiting a permanent City Manager. City Council has selected a recruitment firm, Bob Hall & Associates, to help us find an outstanding City Manager for Pinole. Learn more about the recruitment process and timeline here. Community members are invited to attend a “Meet the Recruiter” outreach and input session as part of the City Manager recruitment process on Saturday, March 14, 2026 at 10:00 am, at the Pinole Youth Center.

I’m hosting weekly sessions to make it easier for residents to connect directly on Wednesdays from 3:00 PM – 4:00 PM at 880 Tennent Ave (Pinole Police Department). The City of Pinole is considering an ordinance that would prohibit new gas fueling stations and limit the expansion of existing ones as part of its broader climate planning efforts.
On January 26, the Planning Commission held a public hearing and voted unanimously to recommend City Council approval of the ordinance. City Council is expected to consider the ordinance in March.

HIGHLIGHTS FROM COUNCIL
At its February 17, 2026 meeting, the Pinole City Council issued three proclamations to honor: Japanese Day of Remembrance, Lunar New Year, and the Pinole Historical Society. Two members of the Pinole Historical Society accepted the award: Joanne Ganotti, Pinole Historical Society Secretary, and Peter Murray (former Pinole Mayor and Councilmember), who serves on the Board.

Staff presented the Pinole Community Television (PCTV) Performance Dashboard to City Council. Communications Director Epps explained that the dashboard provides a snapshot of PCTV's progress in meeting communication and engagement goals outlined in its strategy. PCTV is a Public, Education, and Government access station which enhances civic engagement and fosters community storytelling through its programming and video production work.
At the recent meeting, Finance Director Guillory presented the City’s Mid-Year Budget Review, which provides a detailed analysis of revenues and expenditures from July through December and projects performance through the end of the fiscal year. This review serves as the baseline for next year’s budget and long-term financial planning. Council asked several questions, including about Measure I and current allocations to the Police Department, road and park maintenance, and recreation programs. Director Guillory clarified that Measure I is a general revenue measure that supports the City’s ability to maintain existing services. The FY 2025/26 budget remains status quo, sustaining service and staffing levels similar to last year, with the City in a stable financial position. While most revenues and expenditures are on target, staff recommended several adjustments across City funds, detailed in the Second Quarter Financial Report.
City Council Approves Interim City Manager Appointment
The Pinole City Council approved a resolution authorizing the Mayor to execute an employment agreement with Garrett Evans to serve as Interim City Manager. Evans brings over 29 years of municipal government experience, including six years as City Manager for Pittsburg, California, and holds a master’s degree in public administration. He will serve in this role while the City conducts a nationwide search for a permanent City Manager. The agreement includes a base monthly salary of $22,744.36, offset by savings from the current vacancy. Evans will begin his duties upon final review and approval by CalPERS.

PINOLE LIBRARY CLOSING FOR REMODEL ON MARCH 1ST
Beginning Sunday, March 1st, the Pinole Library will be closed for remodeling for approximately 6 months. Book holds will move to El Sobrante Library. During the closure, the parking lot will be closed but tennis courts will still be open and available for reservations through pinolerec.com. On Saturday, February 28 at 12:00 p.m., the Pinole Library will hold a Valentine’s‑themed community celebration marking its final day of service. Attendees are invited to share appreciation and memories by contributing notes to a Heart Wall and stories to a Memory Jar. A hosted lunch will be served at 1:00 p.m. The gathering is designed as a warm, reflective send‑off—an opportunity for the community to celebrate and reminisce together.

MAKE A DIFFERENCE! JOIN A COMMITTEE OR BOARD
The West Contra Costa Transportation Commission (WCCTC) is seeking a Citizen Representative to serve on the Contra Costa Transportation Authority’s Countywide Bicycle and Pedestrian Advisory Committee (CBPAC). This representative will advise on micromobility, bikeshare, bicycling, and pedestrian issues, helping shape transportation policies and funding for public benefit. Candidates must live in West Contra Costa County and will serve a two-year term, with an alternate appointed to fill in as needed. CBPAC meets every other month, typically on the fourth Monday at 11 a.m. in Walnut Creek, though the time may shift to 10 a.m.
Interested parties should submit two references (with email, phone number, and affiliation, if any) and submit a written response, no longer than one page, to Coire Reilly at creilly@WestContraCostaTC.gov by March 4 answering the following two questions:
1. What experience do you have that would make you an effective Citizen Representative for the CBPAC?
2. Why would you like to be the Citizen Representative for the CBPAC?
The WCCTC TAC will review applicants at the March TAC meeting and forward recommendations for one Citizen Representative and one alternate to the WCCTC Board to discuss at the March 27 Board meeting. Please help us find candidates by forwarding this announcement among your network.
The City of Pinole is also accepting applications to fill a vacancy for a trustee representing Pinole on the Contra Costa County Mosquito and Vector Control Board. Applicants must be Pinole residents, registered voters, and Contra Costa County taxpayers, age 18 or older, with an interest in areas such as public health, public policy, wetlands, farming, community education, finance, personnel, or land development. The term is two years, and trustees attend meetings on the second Monday of every other month at 7 p.m. at the District Offices in Concord.
To apply, submit a letter of interest to the City Clerk’s Office at 2131 Pear Street, Pinole, CA 94564, or email rstone@pinole.gov. The recruitment is open until March 31, 2026, and appointments are made by the Pinole City Council. Applicants will be contacted after the filing period closes.

DOZENS GATHER TO CELEBRATE POLLINATOR PATHWAYS
The Pinole Pollinator Pathway kick-off celebration was held on February 7, 2026 at Fernandez Park. Over 50 people attended to celebrate the pesticide-free native plant gardens that provide food for pollinators. The Friends of Pinole Creek, the Pinole Garden Club, and the City of Pinole Community Services Department collaborated together on this project. During the event, attendees had the opportunity to take home poppy seedlings, enjoy yummy treats and participate in a raffle. Pollinator Pathway signs were sold to residents with native plant gardens. Overall, the day was a great success!

RELAUNCHING SOON: THE PINOLE ENERGY ENHANCEMENT REBATE PROGRAM
The City of Pinole is excited to announce the upcoming relaunch of the Pinole Energy Enhancement Rebate Program (PEER)! The program is still available to all-income households and was slightly restructured so income-qualifying energy rebates through BayREN EASE can be layered with PEER. Get up to $3,000 in rebates on improvements like heat pump water heaters, HVAC systems, induction stovetops, insulation, and more. These upgrades help you lower energy costs, improve home comfort, and contribute to a more sustainable community. For a limited time, the City will also be offering no-cost permit fees for heat pump water heaters and heat pump HVACs. Instant permits have also recently launched for some of the PEER measures. Plus, you can stack PEER rebates with local, state, and federal programs to save even more! But hurry—rebates are limited and available on a first-come, first-served basis. Ready to save? YOUTH PROGRAMS
The Community Services Department is excited to offer a variety of engaging sports and enrichment programs for youth ages 3–12! Offerings include family yoga and soccer providing opportunities to build strength, confidence, creativity, and teamwork. Programs take place at the Senior Center. CONCERTS AND MOVIES SURVEY 2026
The Community Services Department is currently planning for the summer series filled with concerts and movies which will take place on select Thursdays and Fridays at Fernandez Park. Complete our survey and vote for your favorite movie and music genre you would like to see featured. The survey will be available February 28, 2026.

FOOD BANK DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce, on bag per household. The next drive-thru distribution is Monday, March 9, 2026, from 9-10am (or as long as supplies last) at the Pinole Senior Center. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, February 24, 2026, from 10-11am. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
