2026 9% LIHTC Resolution of Support Requests

Developers who intend to submit a 2026 application for 9% Low-Income Housing Tax Credits may request a Resolution of Support from Austin City Council by submitting a 2026 Request for City of Austin Resolutions Form by 5:00 pm CST on December 12, 2024. This form and associated summary sheet is available on the Housing Department’s Federal and State Funding webpage under the “9% Tax Credit Applicants”. 

In order to be eligible for a Resolution of Support, a proposed development must meet preference criteria which reflect local priorities for affordable housing. These priorities are described in the request form. If you have any questions about the 9% LIHTC Preference Criteria or process, please email HousingIncentives@Austintexas.gov. 

 

 

S.M.A.R.T. Housing Updates

We are happy to announce that in September, Austin Housing published an updated version of the S.M.A.R.T. Housing Guide. The Guide received much-needed and overdue updates, and the updated Guide is more reflective of current practices and benefits of the S.M.A.R.T. Housing Program. 

The Guide also details a new certification process (see page 6, number 3). Beginning January 1, 2026 applicants seeking S.M.A.R.T. Housing certification must first enter into a Land Use Restrictions Agreement. Applicants are encouraged to plan for extra time to process that agreement and to receive the S.MA.R.T. certification letter. This process can take approximately two months to complete. Development Services will be unable to apply fee waivers or shorter review times to new permit applications unless the project has been certified through the S.M.A.R.T. Housing Program. 

The new requirement for Land Use Restriction Agreements for S.M.A.R.T. Housing is in response to recent program updates from Council (Ordinance No. 20250522-063) and to ensure updated programs conform with Chapter 4-18 process requirements. Staff will continue work to ensure a smooth rollout of this new requirement. Please contact HousingIncentives@austintexas.gov with any questions.

Honoring a Legacy: The Rebekah Senior Affordable Housing Community Opens in Austin

We celebrated the opening of The Rebekah, a 224-unit senior housing community for households earning between 30% and 60% median family income (MFI). Located in District 3 at 1320 Art Dilly Drive, the apartments consist of 92 efficiency units and 132 one-bedroom units. The Rebekah will offer supportive services for residents, including health and wellness education and screenings, financial planning, transportation services, food pantry resources, and regular social events.

The Rebekah tower is one of the buildings comprising the RBJ Residences, which also includes The Ladybird that opened in 2022. The site will be owned and operated by DMA Companies. The property received $6 million from AHFC through the Rental Housing Development Assistance (RHDA) Program using Austin's Tax Increment Reinvestment Zone (TIRZ) funding, a $28.2 million loan from Barings LLC, and an equity investment of $28 million from the National Equity Fund. The development also received $45 million in construction financing from JPMorgan Chase Bank.

 

 

Groundbreaking for the Works III: Supportive Housing for the Youth Exiting Homelessness

We celebrated the groundbreaking of The Works III at Tillery, a 120-unit supportive housing community for youth exiting homelessness, including youth aging out of foster care and parenting youth. The site will be owned and operated by LifeWorks and developed by Capital A Housing. Construction is scheduled to begin in Fall 2025 and is anticipated to be completed in Winter 2027. 

The Works III at Tillery, located at 701 Tillery Street in District 3, will comprise studio, one-bedroom, and two-bedroom units available at 30% to 50% of the median family income (MFI). The majority of future residents will be drawn from the Coordinated Entry homelessness response system operated by ECHO. LifeWorks will provide intensive supportive services for all residents.
