COMMUNITY COMES TOGETHER TO CELEBRATE FREEDOM AND PRIDE
The City of Pinole held its 2nd annual Pride & Juneteenth Celebration at Fernandez Park on June 9th. Hundreds of residents and visitors came together to honor two significant holidays that both fall in June: Pride Month and Juneteenth Day. Entertainment included music and dance, including a performance by the local Broadway Rhythm Dance Company and a West African Dance lesson by Kuumba. Shake Your Booty Band and Soji & the Afrobeat Band got the crowd moving with high energy beats. Children enjoyed a petting zoo, face painting and other activities. The Pinole Artisans hosted a colorful community painting that is now on display at City Hall. The Pinole Pride & Juneteenth Celebration provided a welcoming place where people could show pride for who they are, celebrate freedom and continue the journey toward equality and justice for all.

PHONE OUTAGES AT THE CITY OF PINOLE
The City has been experiencing significant phone outages since June 6, 2024, which has impacted 911 and the City’s business lines. Upon discovery of the phone outage, 911 calls were immediately taken by the Contra Costa County Sheriff’s office, who forwarded calls to the Pinole Dispatch Center to provide uninterrupted 911 service for our community.
911 service was fully restored to the Pinole Dispatch Center on June 11th. 911 calls in the cities of Pinole, Hercules, and San Pablo continue to be answered by Pinole’s dispatchers.
The 911 and business phone outage was the result of two incidents where multiple phone cables were cut and stolen for their copper content. City staff has been working with AT&T and the California Office of Emergency Services since the thefts to restore 911 service as well as establish temporary phone lines.
City staff continues to work with AT&T and third-party vendors to restore full telephone to all City departments. Temporary telecommunication solutions have been implemented to bring back telecommunications in key City departments, such as the Police Department, Public Works, the Senior Center, and City Hall.
Some Pinole and Hercules community members with traditional landline service also remain affected by the outage.

SEWER RATE STUDY WORKSHOP ON JULY 2
The City of Pinole completed a DRAFT sewer rate study that was presented to the council on May 21, 2024.
To further engage the community, City of Pinole Public Works will conduct a workshop on Tuesday, July 2, 2024, from 6:00 PM to 8:00 PM at the City Hall – Council Chambers. This session aims to clarify aspects of the Sewer Rate Study, with Public Works staff and independent consultants from Wildan Financial Services available to address questions from residents and business owners.
Residents and business owners in Pinole have been notified via mail about the proposed rates. The City of Pinole will host a Public Hearing on July 16, 2024, to discuss and potentially adopt these rates. Notices of the Public Hearing, as required by California Constitution Article XIIID (Proposition 218), have been distributed to all affected parties. Residents are encouraged to review the details in the mailer and provide their comments or votes accordingly.

COYOTE ADVISORY FROM EAST BAY REGIONAL PARKS DISTRICT
East Bay Regional Parks District (EBRPD) informed us that as visits to EBRP increases in warmer months, encounters with coyotes become more common. Coyotes are native to California and are found in various wildland habitats, as well as in rural and urban areas. They hold cultural and ecological importance throughout the state.
Coyote parents are active and protective of den sites from spring through fall, when new pups are born. It is a normal reaction for them to run away when spotted, although some have become used to human presence and will continue their activities while being watched. Below are some coyote safety precautions from EBRPD:
Coyote Safety Tips
- Avoid hiking alone so you have help in case of emergency.
- Keep children and pets nearby; keep your dog(s) on a leash.
- Be aware of your surroundings as you walk, jog, or ride.
- Stay on trails.
- Never attempt to feed a coyote.
What To Do If You See a Coyote
Keep an eye on the coyote and observe from afar. Do not approach or engage with the coyote; walk away calmly and leave the area quickly. Do not run. If you have small children, keep them close by. If you have a small dog, keep them on a leash.
What To Do If Approached By A Coyote
Rarely, a coyote may approach you. If a coyote moves within 50 feet and does not go away on its own, encourage the coyote to move away to help it retain a natural fear of humans.
- Be as big and loud as possible; shout in a deep, loud, and aggressive voice.
- Wave your arms.
- Keep dogs and children nearby.
- Maintain eye contact, which can make coyotes uncomfortable and timid.
- If the coyote continues to approach, do not run or turn your back on the coyote but continue to exaggerate the above gestures while backing away slowly.

REBATES STILL AVAILABLE THROUGH THE PINOLE ENERGY ENHANCEMENT REBATE PROGRAM
The City’s new Energy Enhancement Rebate Program (PEER) helps you save money and the planet! The program offers rebates on heat pump water heaters, heat pump HVAC, induction stovetops, attic/wall insulation, electrical panel upgrades and more. If you are planning an energy-efficiency or electrification improvement project for your home, the cost may be drastically reduced through this program. For example, the program offers up to $4,000 for a heat pump water heater which covers 45% of the typical project cost. Co-benefits of these energy-efficiency projects, which do not consume gas, include energy bill savings, cleaner indoor air quality, and climate action benefits. Rebates are limited and first come, first serve as well as stackable on BayREN and MCE rebates. The program is being administered by Contra Costa County, on behalf of Pinole. PUBLIC REVIEW OF THE CITY’S FIRST EVER CLIMATE ACTION AND ADAPTATION PLAN REVAMPED AND EXTENDED
After a year and a half of outreach and engagement, the City of Pinole is proud to release the public review draft of its first ever Climate Action and Adaptation Plan (CAAP). The review process has been simplified to allow reviewers to provide comments on any or all sections of the CAAP. Reviewers can dive into innovative and trackable actions which will help Pinole achieve zero carbon emissions by the year 2045 in various sectors such as building decarbonization, renewable energy sourcing, clean transportation, water conservation, climate resilience and more. Please review the draft CAAP and provide feedback to continue to refine the CAAP into its final shape so it is implementable, actionable, and a reflection of you. The public review period has been extended to July 17, 2024 to align with the CEQA review period. Adoption of the CAAP is scheduled for the Council meeting on August 6th. Get crafty this summer at the Summer Craft Fair on Saturday, July 27th from 10 am - 3 pm. Vendors will be selling various crafts and goods. Senior Food Program
The City of Pinole Senior Center will be partnering with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ will be able to receive free groceries, including healthy pantry staples, eggs, cheese, and assorted meats twice a month. The program at the Senior Center (2500 Charles Avenue) is available for Pinole senior residents only. This program will take place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, July 10, 2024, from 10:00 am - 11:00 am.

The Pinole Community Services Commission is a seven-member panel that seek to enhance quality of life for the citizens of Pinole through responsive and interactive community services. COMMUNITY CLEAN-UPS EVERY 3RD SATURDAY
The Friends of the Pinole Creek Watershed hosts community clean-ups every 3rd Saturday of the month. Join them in keeping our vibrant creek habitat healthy and clean.
