Public Comment Opportunity: Draft GTC Unified Planning Work Program (UPWP)

The Genesee Transportation Council (GTC) is inviting public review and comment on its draft Unified Planning Work Program (UPWP), the agency’s operating plan and annual budget for the upcoming fiscal year.

The UPWP outlines recommended transportation planning projects and ongoing activities that GTC, its member agencies, and partner municipalities will advance across the nine-county Genesee-Finger Lakes Region. The draft document and accompanying project list are available for public review and comment through Wednesday, February 11, 2026.

The proposed UPWP reflects the vision of the Long Range Transportation Plan 2045 (LRTP) and includes a mix of specific studies and ongoing technical work. Recommended activities include development of an active transportation plan, a scoping study exploring development scenarios related to a major regional bridge, and data-driven efforts such as land use monitoring, crash data analysis, and reviews of safety-related assets. A full list of recommended projects, including descriptions, lead agencies or sponsors, geographic locations, and estimated costs, is available for public review and comment.

After reviewing and considering public comments on January 8 the GTC Planning Committee will make recommendations to the GTC Board, which is scheduled to consider the final UPWP for adoption at its February 26, 2026, meeting. Both meetings are open to the public.

About the UPWP and GTC

The UPWP is developed with guidance from the UPWP Development Committee, which includes representatives from Livingston, Monroe, Ontario, and Wayne counties; the City of Rochester; New York State Department of Transportation; Rochester Genesee Regional Transportation Authority; the Genesee/Finger Lakes Regional Planning Council; and GTC staff.

The Genesee Transportation Council serves as the federally designated Metropolitan Planning Organization (MPO) for the Genesee-Finger Lakes Region, which includes Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. GTC is responsible for coordinating regional transportation planning and guiding the use of federal transportation funding to support safe, efficient, and equitable transportation investments.
