As part of the Gum Springs Heritage Resources Study, the Department of Planning and Development is providing monthly updates, informational materials, and answers to submitted questions and comments. All materials can be accessed via the project website and will be sent electronically via the monthly updates. Residents are encouraged to provide comments through the public participation portal, linked on the project website.

The Gum Spring Heritage Resources Study continues to engage the residents of Gum Springs and the surrounding community. The consulting group, Commonwealth Preservation Group (CPG) of Norfolk, represented the project at Gum Springs Day on June 15. An architectural field survey, conducted by subconsultant RK&K, began in mid-July and is approximately 50% complete. This work is expected to conclude around early fall 2024. A second community meeting is planned for October 16, 2024, at the Gum Springs Community Center, which will include scanning archival materials and the collection of oral histories. A draft historic context and survey report is scheduled to be published in early 2025. The final management document is expected to be completed in fall 2025. A final community meeting is planned for the consultants to present their findings, at that time.

QUESTION: Will the study result in a Historic Overlay District?
ANSWER: The Heritage Resources study will not result in a Historic Overlay District. The study will explore several preservation tools that the community can consider for implementation. The report will assess the feasibility and implementation of each tool, including a Historic Overlay District. The community will decide what preservation tool or tools are most appropriate for their future goals and vision.

The consultants have been busy this month with fieldwork and initial research. RK&K’s surveyors have been in the field since late July, and you may have seen them taking photographs of buildings, structures, and places throughout Gum Springs. By the end of July, they had completed nearly half of the fieldwork. CPG’s team is also working on a list of places to conduct research on the neighborhood history and is working closely with the County and Community Leadership Team to plan for the upcoming Community Meeting and oral history interviews to take place in mid-October.
