Notice of Funding Availability - FY 2027 Housing Development Assistance Program
Austin Housing Finance Corporation has published a Notice of Funding Availability for funds available in FY 2027 through the Housing Development Assistance (HDA) program. The NOFA invites eligible applicants to submit proposals to develop or preserve affordable housing within the City of Austin for low-to-moderate-income households.
The HDA Program will have two application periods in FY 2027. The deadline for the Fall/Winter Funding Round is October 23, 2026 at 12:00 noon CST. The deadline for the Spring/Summer Funding Round is April 30, 2027 at 12:00 noon CST. Comment Period Extended - Comment on HDA Program Updates through Sept. 11
Austin Housing Finance Corporation is extending the public comment period through September 11 for feedback on proposed updates to the Housing Development Assistance (HDA) program. Updates to program guidelines, scoring, and the Tenant Protection Lease Addendum are included. New Seabrook Square II Community Expands Supportive Housing and Healthcare Access in East Austin
We celebrated the opening of Seabrook Square II, a new 60-unit, fully furnished permanent supportive housing (PSH) community located in District 1 at 2210 Pershing Drive. The community offers high-quality housing paired with rental vouchers and voluntary, wraparound services for people experiencing homelessness. Seabrook Square II was developed by Capital A Housing and will be owned and operated by Integral Care.
In 2021 and 2022, AHFC purchased approximately 3 acres of land located at 3515 Manor Road with 2018 General Obligation Bonds for affordable housing. Following community engagement efforts, AHFC and Austin Public Health (APH) solicited proposals to develop and operate a multifamily rental housing development(s) with on-site social services. AHFC awarded the development opportunity in July 2022 to the NHP Foundation, Capital A Housing, and Integral Care.
Seabrook Square II received $7.9 million in 2022 GO Bond funding from AHFC through the Rental Housing Development Assistance (RHDA) program, $10,684,557 from Travis County, and $850,000 from FHLB Dallas. Additionally, the City of Austin allocated 60 project-based Local Housing Vouchers for the property, dedicating all 60 units to the Austin/Travis County Homelessness Response System.
Seabrook Square I
Next door, Seabrook Square I opened in July 2026. The site, developed, owned, and operated by The NHP Foundation, Capital A Housing, and AHFC, includes 5-story and 4-story elevator-serviced buildings offering a diversity of affordable housing options. All 204 units are affordable for households earning 30% to 60% median family income (MFI) and include 10 live-work-residence studios dedicated to East Austin artists.
The development received approximately $13.5 million in 2022 GO Bond funding from AHFC through the Rental Housing Development Assistance (RHDA) program, $40 million in tax-exempt Bonds issued by AHFC, a $3.4 million Citibank construction bridge loan, and $32.3 million in 4% LIHTC Equity syndicated by Boston Financial.

Norman Commons Recognized as Best Project Innovation Winner
Celebrated for its innovative approach to urban development, Norman Commons located at 5712 Jackie Robinson St, a 156‑unit affordable housing community in East Austin, was recognized as the Best Project Innovation winner at the 2026 Urban Land Institute Austin Impact Awards. ULI’s Impact Awards celebrate projects and individuals shaping the future of the built environment in Austin and beyond. Winning “Best Project Innovation” indicates that Norman Commons introduced a novel concept, process, or design that addresses community needs, sustainability, or economic impact in a distinctive way.

Austin Housing Finance Corporation seeks qualified non-profits for $1,191,824 Architectural Barrier Removal Program
The Austin Housing Finance Corporation (AHFC) announces the upcoming availability of $1,191,824 in funding for the Architectural Barrier Removal Program and currently seeks proposals from experienced non-profit organizations to provide repairs that modifies or retrofits the living quarters of eligible, low-income elderly and disabled homeowners.
Eligible NOFA applicants should be non-profit organizations that have experience with home repair services. Organizations must have an active Franchise Tax Account Status from the Texas Comptroller of Public Accounts, and they should not be on the City of Austin’s debarment list.

Austin Community Land Trust Accelerator Cohort Graduation!
Over three years, members of BCL’s Community Land Trust Accelerator Program participated in training sessions focusing on the expansion of CLT development within the Project Connect Displacement Risk Area. Guadalupe Neighborhood Development Corporation (GNDC), the first organization in the state of Texas to establish CLTs, created the curriculum for the program and hosted the graduation ceremony at GNDC’s East Knight House, a renovated historic home in their net zero CLT community in East Austin. Cohort members present at the graduation included Blackland CDC, Austin Revitalization Authority, Equidad ATX, Go Austin/Vamos Austin (GAVA), and Community Coalition for Neighborhood Stability. The CLT Accelerator is a Community Initiated Solutions program funded by Project Connect Anti-Displacement funding.

Austin Planning | Upcoming Study to Explore Off-Street Parking Maximums
Austin Planning is studying the feasibility of off-street parking maximums within the Equitable Transit Oriented Development (ETOD) Overlay and other transit corridors citywide as directed by Council. This study will explore best practices and could recommend potential code amendments to appropriately limit off-street parking in the vicinity of transit corridors.
The study will include stakeholder discussions with the development community, advocates, and community partners this fall. If your organization is interested in participating, please complete this brief form. Staff expect to deliver findings and recommendations by the end of the year.

District 1 Civic Fest
The goal of Civic Fest is to bring people together for food, music, and community while helping residents better understand how civic participation connects to the services and opportunities available to them. In addition to family-friendly activities, the event will feature two panel discussions on small business resources and connected communities (exploring the intersection of housing, mobility, and infrastructure), as well as a brief, interactive presentation on the importance of civic participation.
