The Kalamazoo County ID Card program uses points to determine eligibility. Documents are organized into Categories A, B and C.
To qualify, applicants must present documentation that totals at least 300 points from Categories A and B combined or provide a minimum of 400 points exclusively from Category C.
Applicants aged 11 to 17 must present at least 150 points from Categories A and B combined or provide a minimum of 200 points exclusively from Category C.
Applicants must provide proof of Kalamazoo County residency by submitting a document from Category C and at least one identity credential that includes their date of birth.
Only two documents of each type are permitted.
Category A: Official Document with a Photo, of the person seeking an ID.
Category B: Other identity credentials (official documents), such as Social Security card, EBT card, Medicare, Medicaid or MI health card, court order issued by a State or Federal court, current employment records such as W-2, W-4, 1099 or Paystubs, a certified birth certificate.
Category C: Documents with Kalamazoo County address.

$10 - Renewal
$3 - Replacement of lost, stolen, or destroyed card.
Payment methods include cash, check, credit/debit card, money order, or use of scholarship*.
*A scholarship is available to receive the card free of charge.

The Kalamazoo County Identification Program Advisory Board assists in providing general oversight of the County ID Program, established by the Board of Commissioners in 2017. The Board meets every other month on the second Thursday at 5:15 p.m. at the Kalamazoo County Administration Building. Find meeting information here.

Jen Strebs has served as the County Commissioner Liaison on the Larry Provancher County Identification Program Advisory Board since 2022 and currently holds the position of Vice-Chair of the Advisory Board, in addition to her role as Chairperson of the Kalamazoo County Board of Commissioners. Her involvement reflects a lifelong dedication to equity, community empowerment, and the belief that all people deserve dignity, recognition, and access to opportunity. Jen’s work began in Kalamazoo in 1997, supporting adults with developmental disabilities. This formative experience shaped her deep commitment to uplifting society’s most vulnerable and advocating for their full inclusion in the community.
As a working mother of two, Jen is driven by a vision for a just and sustainable future—one where systems of oppression are dismantled, healthcare is a right, and economic and environmental sustainability coexist. Her leadership is grounded in both lived experience and public service. After years of grassroots organizing and advocacy, she was elected Kalamazoo Township Trustee where she served for 3 years, and was then elected to the Kalamazoo County Commission in 2020.
On the Advisory Board, Jen has championed the expansion and accessibility of the County ID, especially for unhoused individuals and immigrants. Her leadership fosters civic engagement, builds community trust, and strengthens the ID Program’s role in helping every Kalamazoo County resident be seen, counted, and included.
