UPWP Funding Overview

The UPWP provides federal funds for transportation planning activities undertaken by GTC, its member agencies, and other municipalities throughout the nine-county Genesee-Finger Lakes Region. The upcoming UPWP covers the 2022-2023 fiscal year, which extends from April 1, 2022 to March 31, 2023.

GTC expects approximately $750,000 of federal transportation planning funds will be available for the upcoming fiscal year. Funding for successful applicants will become available on April 1, 2022. 

Transportation planning funds are available regarding three general areas of interest: 

1.  Physical improvements to the transportation system

2.  Non-infrastructure transportation services and programs

3.  Integration of transportation and land use

UPWP funds can only be used for concept-level planning, analysis, and design initiatives. UPWP funds cannot be used for property acquisition, site preparation, preliminary engineering, detailed design, operations and management, and/or construction projects.

Who can apply?

  • Any municipality in the nine-county GTC planning region

  • GTC member agencies

  • Other organizations with the sponsorship of a local municipality

  • Fill out the Application form and submit your project idea to GTC by the October 15, 2021 deadline

What happens next?

From October to December 2021, the UPWP Development Committee, consisting of representatives from GTC member agencies and GTC staff, will meet to review and evaluate the applications. In January 2022, a draft project list will be presented to the GTC Planning Committee and released for a 30-day public review period. At this time, GTC will notify applicants as to whether or not they received funding. If an application is not funded, GTC will provide an explanation and offer technical assistance on how the application can be improved for the following UPWP cycle. In February 2022, the draft UPWP, including the new projects, will be presented to the GTC Board for approval. Following Board approval, planning funds for new projects will be released starting April 1, 2022. At this time, GTC will assign a project liaison to work with each applicant to implement the project.

Pre-Application Virtual Sessions

GTC staff will be available virtually the afternoons of Tuesday, September 21 and Tuesday, September 28, to meet one-on-one with applicants, answer questions about the process, and discuss potential proposals. Please email Jody Binnix at jbinnix@gtcmpo.org to set-up a virtual session.
