Ferry Road Public Engagement Plan
Update Oct. 3, 2023: The Buncombe County Board of Commissioners is moving forward with plans to develop its Ferry Road property with conservation, affordability, and public recreation at the heart of this proposed community. Click here to follow the development along its next steps.
The overall goal is to create mixed-income housing and public recreation opportunities while preserving as much of the land as possible using sustainability principles. This aligns with the goals of the Buncombe County 2025 Strategic Plan by emphasizing environmental stewardship, creation of recreational opportunities, and development of affordable housing. Each of the development concepts features preservation of acreage and the use of additional land tabbed for parks, trails, and other conservation measures. In addition to environmental stewardship and housing, Commissioners have expressed interest in utilization of the site for a potential early childhood center, health care facilities, and other public-serving amenities that are beneficial for communities.
In the coming months, Buncombe County will work with neighboring homes, community organizations, and the general public to get more input on the desired development option and ways the project can reflect the community’s needs.

What are universal features and factors of each scenario?
Equity: All concepts aim to be as equitable as possible, through affordability, transportation equity, and other factors.
Access & connectivity: All concepts will require external multi-modal access improvements. All concepts will provide access to neighboring amenities, include a regional greenway connection, and provide external access for vehicles, pedestrians, and bicyclists.
Affordable housing: All concepts will provide opportunities for affordable housing
Open space & recreation: All concepts will incorporate a regionally connected greenway (with approximately 1.2-miles through the site) and river access, and some amount of open space preservation.
Sustainability: All concepts will aim to achieve site sustainability as addressed in this plan.

On Sept. 6, Buncombe County Commissioners heard from UNC School of Government DFI Program. As next steps, DFI will conduct a market analysis, conduct detailed site work and develop pro forma models. You can view DFI's presentation here or download the PDF from the document section.
