Purpose of the Plan

The Town of Hertford recently won a USDA grant to develop recommendations for improvements to the community including residential, and to look further at options to redevelop the northern riverfront to protect the area from flooding, expand and improve public access to the riverfront, and allow tourist-oriented development to improve the economy of Hertford. The two parts of the plan include the following:
The Community Plan will look at the entire historic portion of the downtown, including residential areas, the Church Street corridor, and the entry corridor along Highway 17. The purpose is to analyze and develop recommendation that will lead to improved housing conditions and infrastructure, new businesses, improved appearance, and definition of projects that will help to expand the economy in a variety of ways. Part of this work will be to revisit the Riverfront Plan prepared in 2019.
The Riverfront Plan will look more closely at proposed concepts for flood mitigation on the riverfront through wetlands creation and installation of an inland retaining wall that will help to prevent the northern riverfront from flooding. Incorporated into this planning will be concepts for a public waterfront walkway on top of or just behind the retaining wall, additional public amenities, and an amphiteater on the western end of the study area, and possibly the relocation of the S bridge to this riverfront area. Engineers and Landscape Architects will develop concepts for the structures needed, and the public will be consulted regarding the character of the public walkways, connections to the river, and public uses behind the walkway. The purpose of this study is to obtain CAMA permits for the concepts that will provide opportunities for additional funding.

Third Advisory Committee Meeting Results
The results of the third Advisory Committee meeting are presented here in a video. We used the COmmunity building sound system and unfortunately it is a little inconsistent, but it is attached below.
Final Public Meeting: Preliminary Plan
This will be the final public meeting for the riverfront and community plans. We will present final drawings and recommendations. If you register for this meeting you will receive a reminder prior to the meeting. Seating is limited due to COVID restrictions so seating will be on a first-come, first seated basis. The meeting will be live streamed on Zoom and information about connecting to the meeting will be posted beforehand. Questions will be taken at the end.
Fourth / Final Advisory Committee Meeting
This will be the final meeting of the Advisory Committee during this project. We will review the material presented at the public meeting the night before and discuss next steps. The committee will receive the draft plan document at the same time as Town staff for review and comment. This meeting will not be open to comment during the meeting, but questions will be accepted afterwards if time allows. Seating is limited due to COVID restrictions, but the meeting will be available on zoom. If you register for this meeting that means you will be sent a reminder.
