SR 3 and Morse Road Intersection (FRA-3-22.90, PID 110378)
The project is located at the intersection of SR 3 (Westerville Road) and CR 17 (Morse Road) in the City of Columbus, Franklin County.
ODOT commissioned the FRA-3-22.36/22.90 Safety Study that was completed in August 2018 by the team of Burgess & Niple, Inc. and LJB Inc. The safety study analyzed existing conditions, crash types and severity for the intersection of SR-3 and CR 17 (Morse Road) as well as the segment of SR-3 between Saville Row and Morse Road. Through traffic and crash analyses, the study determined probable causes for the high crash rates, and identified potential countermeasures to reduce the crash frequency and improve safety and traffic operations at the intersection of SR-3 and Morse Road, and along SR-3 between Morse Road and Saville Row.
This project (FRA-3-22.90) Feasibility Study (FS) expands upon the countermeasures identified in the FRA-3-22.36/22.90 Safety Study for the intersection of SR-3 and Morse Road, and provides further in-depth analysis of the alternatives and associated impacts in order to identify a recommended alternative for the intersection improvement. The key part of the FS is the evaluation of two (2) pavement widening alternatives for the addition of a second southbound left turn lane on SR-3 to Morse Road: 1) Widening entirely along the east side of SR-3; 2) widening along both sides of SR-3. The FS also assesses the addition of a westbound dedicated right turn lane on the north side of Morse Road to SR-3, which is applicable to both of the previously stated pavement widening alternatives. The FRA-3-22.90 Study Area is outlined in red below.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated June 6, 2018, and executed by FHWA and ODOT.
Alternative 1 – East Side Widening along Westerville Road
- Widen Westerville Road only on the east side in order to provide a second southbound left turn lane.
- Widen the north side of Morse Road to provide an exclusive westbound right turn lane.
- Install a new span wire traffic signal to accommodate the pavement widening and additional load of the signal heads (with backplates). Includes modification of clearance intervals and optimization of signal timings.
- Plane, resurface and restripe the existing roadway throughout the project limits.
